What are the requirements for the identification of technology-based small and medium-sized enterprises (1) Resident enterprises registered in China (excluding Hong Kong, Macao and Taiwan).

(2) The total number of employees shall not exceed 500, the annual sales revenue shall not exceed 200 million yuan, and the total assets shall not exceed 200 million yuan.

(3) The products and services provided by the enterprise do not fall into the prohibited, restricted or eliminated categories stipulated by the state.

(4) The enterprise has not had any major safety or major quality accidents, serious environmental violations, or serious untrustworthy conduct in scientific research in the previous year and the current year, and the enterprise has not been included in the directory of abnormal business operations or serious illegal and untrustworthy enterprises. (5) The enterprise’s comprehensive evaluation score shall not be less than 60 points based on the evaluation indicators of scientific and technological small and medium-sized enterprises, and the score of the scientific and technological personnel indicator shall not be 0 points.

(6) Enterprises that meet the conditions in items (1) to (4) can be directly confirmed to meet the conditions of technology-based small and medium-sized enterprises if they also meet one of the following conditions:

2. The enterprise has won national science and technology awards in the past five years;

3. The enterprise has a recognized provincial and ministerial certificate R&D institutions above grade 1;

4. The enterprise has taken the lead in formulating international standards, national standards or industry standards in the past five years.

Recognition process of technology-based small and medium-sized enterprises (1) Enterprise independent evaluation

1. Fill in the information. Successfully registered enterprises can enter the "Evaluation Work System", fill in the "Technology Small and Medium Enterprises Information Form" (hereinafter referred to as the "Information Form") online as required and upload relevant supporting documents. The information filled in and documents uploaded by enterprises shall not involve state confidential information.

2. Enterprise self-evaluation. Enterprises with complete information and supporting documents and self-assessment results that meet the conditions of technology-based small and medium-sized enterprises can submit an "Information Form" and upload the original first page of the "Information Form" signed by the legal representative and stamped with the company's official seal. The enterprise shall bear relevant legal responsibilities for the accuracy, authenticity, legality and validity of the information filled in and the documents uploaded.

(2) Formal review

The evaluation agency should conduct a formal review of the "Information Form" and related attachments submitted by the enterprise through the "Evaluation Work System". The "Audit Form" includes the following contents:

1. Whether the "Information Form" is complete;

2. Whether the information in the "Information Form" is consistent with relevant supporting documents;

3. Whether the first page of the "Information Form" is stamped with the company's official seal;

4. Description of other issues in the "Information Form" (if any, please fill in the specific content of the evaluation agency).

One of the above contents is unqualified and the information review fails. If the information passes the review, the system will submit it to the provincial science and technology management department. If the information fails to pass the review, the system will notify the legal representative and contact person of the enterprise to make corrections. If the enterprise submits the "Information Form" again after making corrections, it will be deemed to be completed for the first time.

(3) List announcement

The provincial science and technology management department will summarize the "Information Form" that has passed the information review. If it is found that it does not meet the requirements, it will be returned to the evaluation agency. The provincial science and technology management department summarizes the list of companies to be included in the database, generates publicity documents by batch, and publishes them on the service platform for 10 working days.

(4) Warehousing Announcement

If there is no objection to the announcement, the provincial science and technology management department will assign the warehousing registration number (hereinafter referred to as the "registration number") to the small and medium-sized science and technology enterprises. The registration number Automatically generated by the system, including 18 digits or letters (4 digits for the year + 6 digits for the administrative division code + 1 digit for the year of establishment + 1 digit for direct confirmation + 6 digits for the system sequence number). If there are any objections to the announcement, it will be handed over to the evaluation agency for verification and processing.

(5) Annual Update

Enterprises that have been included in the database should actively update the "Information Form for Small and Medium-sized Scientific and Technological Enterprises" through the "Evaluation Work System". Those that meet the conditions after review and publicity, Obtain the "registration number" for the new year's warehousing. Participating enterprises should pay attention to the annual update work so that they can enjoy the preferential policies for technology-based small and medium-sized enterprises in a timely manner.

How to apply for the Technology Innovation Fund for Small and Medium-sized Technology Enterprises (1) Go to the application information issuance agency designated by the management center or the local science and technology department or the National High-tech Industrial Development Zone Management Committee to purchase the "Technological Innovation Fund for Small and Medium-sized Technology Enterprises" "Summary of Fund Application Materials" and read and understand the relevant requirements carefully.

(2) Prepare project application materials as required, and record the project application floppy disk in the prescribed format.

(3) The enterprise will send the application materials to the recommending unit, and the recommending unit will review and fill in the recommendation form.

Tax incentives for technology-based small and medium-sized enterprises (1) Preferential policies for technology transfer contracts

In a tax year, if the income of a resident enterprise from technology transfer does not exceed 5 million yuan, the enterprise will be exempted from taxation Income tax; if the amount exceeds 5 million yuan, corporate income tax will be levied at a half rate.
