Because the Ministry of Public Security has not made uniform provisions on the engraving procedure, the provisions on the engraving procedure vary from place to place. According to the different types of seals, the procedures are different. Engraving the financial chapter, contract chapter, special business chapter, bank transfer chapter and cash receipt and payment chapter of state-owned and collective enterprises requires registration with the public security organ at or above the county level where the unit is located by the letter of introduction and business license issued by the unit. After being examined by the public security organ, the public security organ shall issue a notice of engraving or a letter of introduction to engrave the seal at an engraving factory or an engraving shop designated by the public security organ.
Legal basis: Provisions of the State Council on the Administration of the Seals of State Administrative Organs, Enterprises and Institutions and Social Organizations.
1. The seals of state administrative organs, enterprises, institutions and social organizations are circular, with the national emblem or five-pointed star printed in the center.
Two, the State Council seal, 6 cm in diameter, the national emblem of the central publication, the name of the national emblem of foreign publishing institutions, from left to right, made by the State Council.
3. The seals of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the general office of the State Council and the ministries and commissions of the State Council, with a diameter of 5 cm, are printed with the name of the national emblem announced by the central government and the name of the foreign organ publishing the national emblem from left to right (Figure 2), which is issued by the State Council.
4. The seals of the institutions and offices directly under the State Council, the diameter of the ministerial-level unit is 5 cm, and the diameter of the deputy ministerial-level unit is 4.5 cm. The national emblem of the central government is published, and the name of the publishing organ of the national emblem is circulated from left to right (Figure 3), which is issued by the State Council.
Five, the seal of the institutions directly under the the State Council, the diameter of the ministerial unit is 5 cm, and the diameter of the deputy ministerial unit is 4.5 cm. The seal of the unit with administrative function recognized by the national organization establishment management department is published in the central government, and the seal of the unit without administrative function is published in the central government with a five-pointed star. The name of the unit published by the national emblem or the five-pointed star circulates from left to right (Figure 4) and is issued by the State Council.
Six, the State Council deliberation and coordination agencies and temporary agencies seal, 5 cm in diameter, the central publication of the five-pointed star, the name of the five-pointed star foreign publication agencies, from left to right (Figure 5), made by the State Council.
7. Seal of the National Bureau managed by ministries and commissions in the State Council, with a diameter of 4.5cm, circulating from left to right (Figure 6), issued by the State Council.
8. The seals of the foreign affairs departments (bureaus) of the ministries and commissions of the State Council, with a diameter of 4.2 cm, circulate from left to right with the national emblem and the names of the foreign agencies that publish the national emblem announced by the central government (Figure 7), and are issued by the State Council.
The State Council has internal organs and directly affiliated institutions with the legal name of "People's Republic of China (PRC)" or "State" with a diameter of 4.2 cm. The name of the national emblem published by the central government and the name of the foreign publishing unit of the national emblem are circulated from left to right and produced by the State Council.
