No, Article 13 of the Law on Farmers' Specialized Cooperatives stipulates that to establish a farmers' specialized cooperative, the following documents shall be submitted to the administrative department for industry and commerce to apply for establishment registration: (1) an application for registration; (two) the minutes of the establishment meeting signed and sealed by all the founders; (3) Articles of Association signed and sealed by all the founders; (four) the legal representative, director of the office documents and identity certificates; (5) List of capital contributions signed and sealed by the contributing members; (six) the certificate of residence use; (seven) other documents as prescribed by laws and administrative regulations.
