When talking to the respondent for the first time, the respondent shall produce the Notice of the Rights and Obligations of the Respondent, which shall be signed and fingerprinted by the Respondent.

If the respondent refuses to sign or fingerprint, the investigator shall indicate it on the document. If the personal freedom of the person under investigation is not restricted, a notice of conversation shall be issued at the first conversation. When talking with the investigated person suspected of serious duty violation, the audio and video should be synchronized throughout the whole process, and the investigated person should be informed. Inform the situation should be reflected in the audio and video recording, and recorded in the record.

After the case is filed, the conversation with the person under investigation who is not restricted in personal freedom shall be conducted in a place with safe conditions. Investigators shall send personnel or their families to accompany the respondent to the designated place in accordance with the provisions of the notice of the respondent's unit, and shall go through the handover procedures with the accompanying personnel and fill out the accompanying handover form.
