"The electromagnetic radiation of high-voltage lines will cause cancer, and we resolutely resist the high-voltage lines next to the community." Li Tianhui, the owner of Xishan LAM Raymond Community in Shijingshan, told the reporter of China Energy News. Because the high-voltage line of 500 kV power transmission and transformation project is planned outside the residential area, the owner of LAM Raymond residential area in Xishan, Shijingshan thinks it will affect the health. On May 20th, 20 owners spontaneously formed a "High-voltage Line Working Group", collected signatures from more than 1000 owners in the community, and reported them to relevant departments. The relevant person in charge of Beijing Electric Power Company said that the high-voltage transmission line adopts cable tunnel and is buried 9 meters underground, which will not affect the life of the owners. In view of the "electromagnetic radiation" problem surrounding the dispute between the two sides, the reporter of China Energy News interviewed Lu Jiayu, secretary general of the electromagnetic interference professional committee of China Electrical Engineering Society.
Correcting two wrong "concepts"
China Energy News: How to treat residents' concerns about "electromagnetic radiation" of high-voltage lines?
Lu Jiayu: First of all, correct a concept. Now some people call the electric field and magnetic field generated by power facilities "electromagnetic radiation", which is conceptually wrong. The frequency of China's power grid is 50 Hz, and the electric field and magnetic field generated by transmission lines or power facilities are called power frequency electric field and power frequency magnetic field respectively, which belong to extremely low frequency field. They are not interdependent and mutually transformed, they are independent of each other. They will not form effective electromagnetic energy radiation or energy absorption in the body in the form of electromagnetic waves like high-frequency electromagnetic fields. In recent years, some domestic media frequently published articles about "electromagnetic radiation is harmful to human body", which often linked the harm of high-frequency radiation with irrelevant power frequency electric field and power frequency magnetic field, causing public misunderstanding and fear of power transmission and transformation facilities. International authorities discuss power frequency electric field and power frequency magnetic field in the research field of extremely low frequency environmental health impact, without using the vague concept of "electromagnetic radiation", and no international authority will misuse the term "electromagnetic radiation" in this field.
Power transmission and transformation facilities will produce power frequency electric field, power frequency magnetic field, wireless interference and audible noise, and the main concerns are electric field and magnetic field. When AC electrical equipment is connected to the power supply, its conductor has alternating charge, forming a power frequency electric field around the conductor; When a conductor is electrified, a magnetic field will be generated around it. For high-voltage transmission lines and substations, China, like many countries in the world, strictly controls the power frequency electric field and power frequency magnetic field within the limits recommended by the World Health Organization. These limits are recommended by the World Health Organization after summarizing and evaluating the research results for decades. Within limits, they are harmless to human health.
China Energy News: What do you think of the standards recommended by the World Health Organization?
Lu Jiayu: The limit standard recommended by the International Commission on Non-ionizing Radiation Protection and the World Health Organization is scientific. The standard is based on a large number of scientific experiments and has been tested by practice. In fact, China's environmental standards for power frequency electric fields of power transmission and transformation facilities are stricter than international standards. The exposure limit of power frequency electric field intensity is 5 kV/m, and the exposure limit of power frequency magnetic induction intensity is 100 micro Tesla, which is recommended by WHO and promulgated by international authoritative organizations to protect public health. The limit of public protection in China is 4 kV/m electric field and 100 micro Tesla magnetic field.
China Energy News: Since transmission lines are harmless to people, why do they sometimes feel like static electricity under high-voltage lines?
Lu Jiayu: The power frequency electric field and power frequency magnetic field of power transmission and transformation projects are controlled below the limit, which will not cause harm to human body, but under certain conditions, it may have some subtle influences on living things, such as static electricity, just like static electricity when taking off sweaters in winter. Who defines this effect as "biological effect" and points out that "biological effect" and "harmful health effect" are completely different concepts: when exposure causes some obvious or perceptible physiological changes in the biological system, "biological effect" occurs; When the "biological effect" is beyond the normal compensation range of the body, "harmful health effects" occur, which may lead to some harmful health effects of the body.
International research shows that the main influence of extremely low frequency electromagnetic field produced by power transmission and transformation engineering in biological system is induced electric field and current in the body. The current induced by it is generally lower than the current naturally existing in our body, and it has not been found to have a significant impact on health. The existing evidence shows that exposure to an electric field as high as 20 kV/m has little effect and is harmless except for the stimulation caused by body surface charges. Even if the electric field intensity is as high as 100 kV/m, the electric field does not show any influence on animal reproduction and development.

China Energy News: What are the main reasons that hinder the construction of high-voltage transmission lines?
Lu Jiayu: By studying the power transmission and transformation project disputes focusing on electromagnetic pollution, I feel that there are many reasons: the power frequency electric field and the power frequency magnetic field are mistakenly regarded as "electromagnetic radiation", which makes the public fear high-voltage lines; There is no distinction between "biological effect" and "harmful health effect", and it is not realized that the limits of power frequency electric field and power frequency magnetic field recommended by the World Health Organization adopted in China are far less than the field strength that may produce harmful effects, and there is enough safety margin. Another point is the dispute of interests. Electricity is often needed to replace wires. The passing of high-voltage lines may destroy the landscape and produce resistance, which is called "electromagnetic pollution". Power transmission and transformation project is a project that benefits the people. Once the power grid is stuck due to the lagging construction, it will not only affect the economic and social development of the country, but also affect the normal life of the people. From this point of view, the power sector, which not only speeds up construction but also frequently falls into disputes, is facing a dilemma, and its experience is obviously unfair.
China Energy News: According to the investigation of a series of residents' opposition to the construction of substations, there is still a lack of national standards for the limits of power frequency electromagnetic fields in China. Do you have any suggestions for the introduction of national standards in the future?
Lu Jiayu: The lack of national standards means whether the power frequency electric field and power frequency magnetic field generated by power transmission and transformation equipment are harmful to human body, and there is no authoritative explanation. For the established national standards, the limits of power frequency electric field and power frequency magnetic field should be based on scientific basis and standards recommended by the World Health Organization. The exposure limit obtained by the World Health Organization is based on the protection of global human health, which has been obtained after decades of scientific evaluation. Lowering the exposure limit at will destroy the scientific nature of the standard and send the wrong information to the public. When formulating standards, we should also guard against unscientific factors, such as simply delineating a distance range for easy operation, which is not desirable. Our country is short of land, which is a national condition. We should encourage relying on science and technology to control the electromagnetic environment of power transmission and transformation projects, rather than relying on wasting corridors and unreasonable economic investment.
