I. Handling conditions and materials

These Rules shall apply to non-local residents living within the administrative area of this Municipality and the following persons within the administrative division of this Municipality:

(1) The household registration is in the urban area (including Zhongshan District, Xigang District, Shahekou District, Ganjingzi District, High-tech Park, Lushunkou District and Jinpu New District, the same below).

Persons living in Pulandian District of wafangdian city (including Changxing Island Lingang Industrial Zone, the same below), zhuanghe city (including Huayuankou Economic Zone, the same below) and Changhai County;

(two) the household registration in pulandian city, wafangdian city, zhuanghe city, Changhai County to other districts (cities) and counties within the administrative division of this Municipality.

An applicant who meets any of the following circumstances may apply for a residence permit on the spot with his/her ID card, proof of residence address and relevant supporting materials:

First, the ownership of the house in the current residence is for rent.

1. Pay social insurance for half a year in this city continuously: social security certificate for more than half a year, my resident ID card, landlord's resident ID card, and proof of residence address; ?

2. Students who have obtained student status in full-time primary schools, middle schools, secondary vocational schools or ordinary colleges and universities in our city and have been studying for more than half a year and their parents who live together: proof of studying for more than half a year, my resident ID card, landlord's resident ID card, lineal relatives certificate and residential address certificate; ?

3. The legal representative or shareholder of the enterprise has obtained the industrial and commercial business license for more than half a year: the business license for more than half a year, my resident ID card, landlord's resident ID card and proof of residence address;

4. Married to the registered population of this city for half a year: marriage certificate for more than half a year, spouse's local household registration book, my resident ID card, landlord's resident ID card and proof of residence address; ?

5. Have actually lived in this city for half a year: my resident ID card, landlord's resident ID card, and valid house lease contract for more than half a year (new regulations from July 20 18).

PS: The proof of residential address refers to the house lease contract, the house title certificate of the current residence or the house purchase contract.

2. The ownership of the house in the current residence is self-purchased house (having bought a house in Dalian for more than half a year)?

My resident ID card, house title certificate or purchase contract.

Three, the current residence housing ownership for the unit boarding or school boarding.

1. Have paid social insurance for half a year continuously in this city: social insurance certificate for more than half a year, my resident ID card, and accommodation certificate issued by the employer or school; ?

2. 3. The legal representative or shareholder of the enterprise has obtained the business license for more than half a year: the business license for more than half a year, my resident ID card, and the accommodation certificate issued by the employer or school; ?

4. Married for half a year with the registered population in this city: marriage certificate for more than half a year, my ID card, spouse's household registration book in this city, and accommodation certificate issued by the employer or school.

4. None of the above conditions are met. Please sign the Dalian housing lease contract online (click to enter) to complete the temporary residence registration. You can apply for a residence permit only after you have registered for temporary residence for half a year.

Second, the handling process

2. Online processing:
