A, timely inspection, timely scrap unqualified safety instruments.
All kinds of safety instruments are easy to be affected by microorganisms, and decay and aging caused by rain, wind, sun, etc., which reduces the withstand voltage level of insulating parts and deteriorates the mechanical strength. In addition, due to the external force during use, it is easy to cause different degrees of damage and deformation, and it is easy to cause casualties such as electric shock and falling of operators and damage accidents of power equipment during use. Therefore, every safety instrument has strict testing standards and scientific testing cycle. If it is used outside the validity period of the test, it is easy to cause personal and equipment accidents, which is not conducive to the safe and stable operation of equipment and power grid. Therefore, it is necessary to establish and improve the safety instruments ledger (see table 1 for the sample table of safety instruments ledger), strengthen the management of all kinds of safety instruments, register the name, model, purpose, test standard, test cycle, date of this test, date of next test and other detailed information of each kind of safety instruments, and designate special personnel to supervise the test on time to ensure that the intact rate of all kinds of safety instruments reaches 100. Safety instruments that have passed the inspection qualification period and have been scrapped should be managed separately, and a warning message of "No Use" should be posted. It is strictly prohibited to pile up and use at will.
Two, safekeeping, timely scrap damaged safety instruments.
Safety instruments should be managed scientifically and stored properly to prevent damage due to improper use or littering, which will not only cause certain economic losses, but also increase unsafe factors in use. Therefore, before use, you must carefully read the instruction manual and safety precautions, carefully check the air tightness or integrity of safety instruments and the validity period of testing, strictly abide by various rules and regulations and standardized work instructions during use, pay attention to cleaning and maintenance after use, and store them in designated locations according to numbers. Damaged safety instruments that meet the scrapping standards shall be scrapped in time. For those who are slightly damaged and can continue to use after passing the test, management should be strengthened to prevent personal liability accidents caused by damage to safety instruments.
Third, the number corresponds, not bad.
Because of the chaotic storage of safety instruments, it is easy for people to take it wrong and use it wrong. Therefore, each production unit should have a special safety instrument cabinet at the production site or power distribution room, and it should be kept by a special person. All safety instruments should be classified and stored, and similar safety instruments should be managed according to different voltage levels and use conditions, so as to prevent misuse and misuse of safety instruments that do not meet the use requirements and the actual situation on site. For example, taking 10kV electroscope to check 1 10kV electrical equipment will not only damage the electroscope, but also cause casualties and equipment power grid accidents. Therefore, safety instruments should be stored in special safety instrument cabinets according to their numbers. Before use, carefully check whether the voltage level and use conditions are consistent with the actual use conditions of the operating equipment or the site, put them back in their original positions after use, and check the corresponding numbers, so as to prevent the next user from making mistakes due to the misplaced position of the previous user, which will lead to great disaster.
Four, scientific management, not to make the safety instruments be affected with damp and deformation.
Due to improper storage, safety instruments are prone to deformation due to moisture, especially in spring and autumn, when there is more rain, the insulation of safety instruments is more prone to aging due to moisture, which leads to the reduction of the withstand voltage level of insulation components and seriously affects the safe use. Therefore, in addition to the vents, the safety instrument room should also be equipped with moisture-proof and dust-proof intelligent safety instrument cabinets to keep the safety instruments dry and clean for a long time. In addition, safety instruments should be laid flat to avoid bending, deformation, damage or even fracture due to long-term stress caused by improper placement. Safety instruments affected with damp should be dried and can only be used after re-inspection. Safety instruments that can no longer be used due to serious deformation shall be scrapped according to relevant regulations and procedures.
Five, careful operation and correct use
Safety instrument is an indispensable safety protection device in power production. The so-called "prevention" refers to prevention, and "protection" refers to protection and maintenance. Therefore, safety instruments not only play an early warning, prevention and protection role for operators, but also play a good monitoring role. However, these functions and efficacy must be based on correct use. If you operate illegally, it will not only threaten personal safety, cause damage to safety instruments, but also lead to equipment and power grid accidents. Therefore, in daily production work, we must use safety instruments correctly in strict accordance with regulations, operating procedures and usage methods to ensure safe production. According to the field investigation, the incorrect use of safety instruments mainly includes the following situations:
1. The number of joints connecting insulating rods is not enough, and the telescopic insulating rods are not telescopic enough.
2. No rain cover is used in rainy days, or the rain cover is loose, skewed or damaged, so it can't prevent rain.
3. When checking electricity, put your hand above the electroscope clasp, and don't confirm whether the electroscope is in good condition on the charged equipment before use. Electroscopes with different voltage levels are used alternately.
4. Do not check the air tightness of insulating gloves before use, or even grab hard and sharp objects at will.
5. The grounding end of the grounding wire is not installed as required, and it is hung, hoisted and wound at will.
6. Failing to use the seat belt as required, which is loose and casual, and has no safety protection function.
7. The size of the helmet liner is not properly adjusted, and the hat strap is not fastened properly or tightly enough, so it is easy to fall off when working.
8. Do not check whether the insulation parts are in good condition before using tools such as pliers, and hold them on bare metal parts when using them, which may easily cause electric shock accidents to operators.
In a word, the safety instrument is the personal bodyguard, loyal safety officer and the patron saint of life of every electric worker. As long as we are familiar with the function, performance and structural principle of various safety instruments, master the correct use methods and precautions, and operate, use and maintain in strict accordance with the regulations, we can ensure the safety of people, equipment and power grid.
