article 1? article 2? (3) the trading center at the project entrance can provide remote bid evaluation services in different places.
chapter ii initiation and response to bid evaluation

article 7? chapter iii division of responsibilities
article 12? article 13? The main venue and the sub-venue should set up on-site management posts and technical support posts for remote off-site bid evaluation, and designate special personnel to be responsible for the acceptance, coordination and support of remote off-site bid evaluation.

article 14? Full-time management personnel and technical support personnel in the main venue and sub-venue should be proficient in using the provincial dispatching system, and do a good job in relevant dispatching cooperation and local aircraft viewing and maintenance. In case of special circumstances, the sub-venue cannot guarantee the reserved seats for bid evaluation, and it shall promptly notify the provincial trading center and the main venue.
article 15? The main venue and the sub-venue shall manage remote bid evaluation activities in different places according to these measures and implement the responsibility of bid evaluation confidentiality.
article 16? The whole process of remote bid evaluation in different places adopts audio and video online supervision. The main venue and sub-venue should open electronic supervision channels for supervision departments, make witness records of bid evaluation activities, and properly preserve data, words, audio and video materials during bid evaluation activities.
article 17? The supervision, management and complaint handling of remote bid evaluation projects in different places shall be handled according to the principle of territoriality where the project is located.
article 18? The main venue should assess the work of bid evaluation experts in accordance with the Measures for the Evaluation of Bid Evaluation Experts in Guizhou Comprehensive Bid Evaluation Expert Database, and the sub-venue should cooperate with the main venue to assess the work of bid evaluation experts.
chapter iv bid evaluation process
article 19? The project implementer or tendering agency shall apply to the main venue for the selection of bid evaluation experts one working day before the project bid evaluation (within 24 hours before the bid opening), reasonably determine the professional category and number of bid evaluation experts required by the main venue and the sub-venue, and randomly select them from the comprehensive bid evaluation expert database in Guizhou Province through the terminal.
article 2? Before the start of bid evaluation, the main venue should push the random number of experts to the sub-venue. The main venue and the sub-venue are respectively responsible for the identity verification and sign-in of local bid evaluation experts who participate in remote remote bid evaluation, keep communication tools in a unified way, and provide technical support for remote bid evaluation.
article 21? The bid evaluation experts at the sub-venue remotely log in to the bid evaluation system at the main venue, and conduct bid evaluation simultaneously with the bid evaluation experts at the main venue. All members of the bid evaluation committee shall enjoy the same rights and perform the same obligations during the bid evaluation.
article 22? The members of the bid evaluation committee shall determine the leader of the bid evaluation committee. If there is any doubt about the bid documents during the bid evaluation, the leader of the bid evaluation committee shall organize the members of the bid evaluation committee to discuss through consultation.
article 23? In the process of remote bid evaluation, if the bid evaluation committee needs to discuss, it should use the remote remote remote bid evaluation video conference system for oral or written discussion. When the members of the bid evaluation committee disagree, real-name voting shall be conducted through the bid evaluation system, which records the voting process.
Article 24 Where clarification, explanation or correction is required by the bidder, it shall be proposed by the members of the bid evaluation committee, and shall be carried out according to the procedures for clarification, explanation or correction specified in the tender (or procurement) documents after the bid evaluation committee communicates and votes. When it is necessary to check the original, the bid evaluation committee of the main venue will organize the verification and confirmation, and the results will be confirmed through remote remote video conference system.
article 25? Conditional, members of the bid evaluation committee should use electronic signature to sign personal preliminary bid evaluation, detailed bid evaluation, bid evaluation summary table and bid evaluation report and other documents. After the bid evaluation is completed, experts in the main venue and branch venue can leave the venue only after receiving the instruction of ending the bid evaluation issued by the leader of the bid evaluation committee.
article 26? chapter v payment of fees
article 28? The main venue and sub-venue shall provide catering services to experts who participate in remote bid evaluation in different places, and the expenses shall be paid by the project implementation subject or bidding agency.
article 29? Remuneration of remote bid evaluation experts in different places shall be paid to the bank account of the bid evaluation experts through the online payment system of trading centers at all levels after the bid evaluation by the project implementation subject or agency in accordance with the Measures for Payment of Remuneration of Bid Evaluation Experts in Guizhou Province (Trial).
trading centers at all levels should strengthen the witness and management of the payment of labor remuneration to bid evaluation experts by project implementers or bidding agencies, and urge the project implementers or bidding agencies to pay labor remuneration to bid evaluation experts in time.
Chapter VI
Article 3? Before the start of bid evaluation, when the bid evaluation cannot be conducted due to power failure of the main venue or sub-venue, network, electronic equipment, bid evaluation seat or bid evaluation system failure, if the failure can be relieved within 1 hour, the project implementer can delay the bid evaluation time and start bid evaluation after the failure is relieved; If the fault has not been eliminated for more than 1 hour, the project implementation subject shall determine whether to continue the bid evaluation. If it is determined to continue the bid evaluation, the main venue and sub-venue should make relevant preparations and guarantee work, and continue the bid evaluation after the fault is removed. If it is determined that the bid evaluation will not be continued, the main venue will seal and keep the bidding materials confidential, and the bid evaluation committee will be re-established for bid evaluation after the fault is removed.
article 31 after the start of bid evaluation, if the bid evaluation cannot be continued due to power failure of the main venue, network, electronic equipment or fault of the bid evaluation system, if the fault can be removed within 3 hours, the bid evaluation can be suspended and the bid evaluation can be continued after the fault is removed; If the fault is removed for more than 3 hours, the project implementer shall terminate the bid evaluation, and cooperate with the main venue to seal and keep the bidding materials confidential, and then re-establish the bid evaluation committee to conduct bid evaluation after the fault is removed.
article 32? After the start of bid evaluation, if the bid evaluation cannot be continued due to the power failure of the sub-venue, network, electronic equipment or the fault of the bid evaluation system, the fault can be removed within 1 hour, and the bid evaluation will continue after the fault is removed; If the troubleshooting time exceeds 1 hour, notify the main venue, and the main venue will replace the sub-venue and add experts. At the same time, the sub-venue should keep the bidding information confidential and clean up.
Chapter VII Supplementary Provisions
Article 33? These Measures shall be interpreted by the Guizhou Provincial Public Resource Trading Center.
article 34? These Measures shall come into force as of the date of issuance.
