Chapter II Sources of Funds

Article 6 The funds of this special fund refer to the legal donations made by a county (city, district) clean rural public welfare fund in accordance with the law and put into public welfare projects according to the wishes of the donors.

Donors can use all or part of the donated funds for designated purposes, such as purchasing cleaning facilities (trash cans, garbage trucks, etc.). ) in his own village (administrative village) or town (township, street) and pay the wages of garbage disposal workers.

Chapter III Fund Council and Standing Council

Ninth county (city, district) clean rural public welfare fund council is the decision-making body of fund management and use, but its authority and responsibility are borne by the Standing Council.

(3) Vice Chairman

Article 10 The term of office of the Standing Council and the Standing Directors is five years, and they may be re-elected. The term of office of honorary chairman and directors is indefinite.

Half a year before the establishment of the fund, the promoters and others set up a temporary standing Council as the authority of the standing Council. After the establishment of the standing Council, the temporary Council was automatically dissolved.

Article 11 The executive director of the Fund has the right to participate in and supervise the work of the Fund and participate in various activities of the Fund; Have the obligation to abide by the articles of association of the Foundation, implement the resolutions of the Standing Committee, and actively complete the tasks assigned by the Standing Committee.

Article 12 The duties of the Standing Council of the Foundation are as follows:

(3) Examining and approving the annual work plan, budget and final accounts of the Fund.

Article 13 The operation of special funds shall be decided by the Standing Committee of the Fund and supervised and managed by the county (city, district) charity associations.

Chapter IV Utilization of Funds

Article 14 This special fund is a special donation, so-and-so county (city, district) charity will set up a special account management, and issue a special receipt for donation, and donors will enjoy preferential tax policies for public welfare donations.

Fifteenth the expenditure of this special fund must be approved by the Standing Council of the fund and stamped with the official seal. The scope of use of the fund shall be within the scope stipulated in the articles of association and shall not be used for expenditures beyond the scope of the articles of association.

Directional donation funds shall be used in strict accordance with the purpose and scope specified by the donor.

Non-directional donation funds shall be used by the Standing Council within the scope of public welfare purposes of the fund, and shall be used as planned with the approval of the chairman and the Secretary-General.

Only when the funds donated to a village or town (township) reach the goal of purchasing all sanitation facilities and pay a certain proportion, such as half of the cleaning staff's salary, can they apply to the fund secretariat for funding and pay the rest of the cleaning staff's salary. After the application is passed and the follow-up capital expenditure procedures are completed, the funded funds will be distributed to the village Committee and forwarded to the cleaning staff on a quarterly basis, or directly to the personal bank account of the cleaning staff.

The procedure of capital expenditure is: application entrusted by the Standing Committee of the Fund (signed by the chairman or vice-chairman and the Secretary-General) → approval of a county (city, district) charity association → handling expenditure procedures.

Article 17 In order to encourage the enthusiasm of donors, the Fund does not accrue management fees according to the amount of donations, and all donations are used for public welfare purposes specified by the Fund. The management fee for maintaining the operation of the foundation shall be paid by the county (city, district) charity in the name of government purchasing social services.

Chapter V Fund Supervision and Management

Article 19 The financial management of funds shall follow the principles of openness, fairness and transparency. The board of directors of the fund and the donors shall give timely and true answers to the inquiries about the income and expenditure of the fund.

Chapter VI Supplementary Provisions
