On March 2, 2065438, Kloc-0, an arson case occurred in Dujiatuan Village, Fengtai Street, pingdu city, causing one death and three injuries. After the incident, the Shandong Provincial Commission for Discipline Inspection and the leaders of the Qingdao Municipal Party Committee and Municipal Government attached great importance to it, demanding that while finding out the facts and severely punishing arson suspects according to law, we should further find out the problems of individual grassroots leading cadres who ignored the reasonable demands of the masses and neglected their duties. The provincial and municipal commission for discipline inspection set up a joint investigation team to seriously investigate and verify the cause of the incident, the demands of the masses and the performance of duties by relevant functional departments. After more than 20 days of in-depth and meticulous investigation and evidence collection, the joint investigation team formed the Investigation Report on the "3.21"incident in pingdu city and the Opinions on Accountability to Relevant Personnel. According to the relevant procedures, the leaders of Pingdu Municipal Party Committee and Municipal Government, the main person in charge of Fengtai Sub-district Office and other 12 responsible persons were held accountable for party discipline and political discipline, and the handling opinions were put in place at the end of April. Specifically:

1, Runzhi Niu, member of the Standing Committee of Pingdu Municipal Committee and executive deputy mayor, as the leader of the municipal party committee and municipal government in charge of letters and visits, ignored the villagers' petitions, took the leadership responsibility for the incident, and gave warnings within the party.

2. Liu Yuming, deputy mayor of pingdu city Municipal Government and secretary of the Party Working Committee of Development Zone, as the leader of the municipal government in charge of urban and rural construction management, paid insufficient attention to villagers' petitions, urged relevant departments and units to publicize and explain relevant policies, took leadership responsibility for the incident and gave administrative demerits.

3. Fu Qiang, secretary of the Party Working Committee of Fengtai Sub-district Office, made improper decisions on the internal distribution of village collective assets income, did not seriously implement the key supervision letter of village letters and visits, took the main leadership responsibility, and gave him the punishment of revoking his post within the party.

4. Lu Zhongke (without party affiliation), director of Fengtai Sub-district Office, did not perform his duties in place and his working methods were simple, which led to the escalation of contradictions. Take the main leadership responsibility and give administrative dismissal.

5. Gu Xiujun, member of the Party Working Committee of Fengtai Sub-district Office and secretary of the district where Dujiatuan Village is located, paid insufficient attention to the petition work of the village, and the measures to resolve contradictions were ineffective and improper. He is directly responsible for it and is given disciplinary action to revoke his position within the party.

6. Li Shenglong, director of the People's Congress Office of Fengtai Sub-district Office, as the leader in charge of letters and visits, paid insufficient attention to the letters and visits in the village and failed to resolve contradictions. He is the person who is directly responsible and gives the party a serious warning.

7. Xiu Linwu, secretary of the Disciplinary Committee of Fengtai Street, failed to urge relevant personnel to properly solve the problem of letters and visits in the village, and was responsible for supervision and gave warnings within the party.

8. Lin, the director of Xiangdian police station, failed to take effective preventive measures against villagers' obstruction of construction and other security risks, and was given administrative punishment.

9. Li Guangzhong, the person in charge of Dujiatuan village section of Xiangdian police station, failed to take effective preventive measures against villagers' obstruction of construction and other security risks, and was given administrative demerit.

10, Yuan, a member of pingdu city Land and Resources Law Enforcement and Supervision Brigade (then deputy director of the Land Appraisal Management Office of pingdu city Land and Resources Bureau in 2006), as the chief of the land acquisition business department, was directly responsible for failing to recognize the false signatures of the representatives of the masses in the Certificate of Waiver of Hearing, and was given administrative demerit.

Li Jingjun, deputy director of the office of Pingdu Municipal Committee, deputy director of the mass work department and director of the Bureau of Letters and Calls, did not pay attention to the villagers' petition, which constituted a mistake of dereliction of duty and was given a warning within the party.

12, Jiang Dongxing, deputy director of pingdu city Bureau of Letters and Calls, turned a blind eye to the villagers' petition, and failed to put forward opinions and suggestions to the municipal party committee and municipal government in time on sensitive petition issues involving the distribution of village collective assets income, which constituted a mistake of dereliction of duty and gave the party a serious warning.

The Commission for Discipline Inspection of Qingdao requested that the Pingdu Municipal Party Committee and Municipal Government should learn profound lessons from the "3.21"incident, draw inferences from others, correctly handle the relationship between reform, development and stability, enhance political awareness, sense of responsibility and awareness of law and discipline, especially in the land acquisition issue, adhere to scientific, democratic and legal procedures, further stand firm on the mass position, take the mass line well, do mass work well and protect the masses.
