Regulations on the collection, management and use of party dues of the Communist Party of China
Paying party dues to the party organization in accordance with the party constitution is the minimum requirement that Communist Party members must have, and it is the obligation that party members should have towards the party organization. The collection, management and use of party dues are an important task in the construction of the party's grassroots organizations and the construction of party members. In order to adapt to the requirements of the new situation and further strengthen and improve the collection, management and use of party dues, the following provisions are hereby made:
1. Collection of party dues
1. All party members with salary income , every month, the relatively fixed and regular salary income in the total salary prescribed by the state is used as the calculation base, and the party dues are paid according to the prescribed proportion. Relatively fixed and regular wage income in the total salary includes: job wages, grade wages, basic wages, seniority wages, and allowances for agency staff (excluding workers); job wages and grades for professional and technical personnel and managers in public institutions Wages, allowances, and bonuses; job wages, grade wages, allowances, and bonuses for workers in agencies and institutions; the fixed part (basic salary) and the live part (allowances, bonuses) of enterprise personnel’s salary income. The allowances and bonuses included in the calculation base for party dues refer to annual performance allowances, regional allowances, salary allowances and monthly bonuses.
2. The proportion of party dues paid is: those whose monthly salary income is less than 400 yuan (including 400 yuan), pay 0.5% of the monthly salary income; those whose monthly salary income is more than 400 yuan and 600 yuan (including 600 yuan) , pay 1%; those who pay more than 600 yuan to 800 yuan (including 800 yuan), pay 1.5%; those who pay more than 800 yuan (after tax) to 1,500 yuan (including 1,500 yuan), pay 2%; more than 1,500 yuan (after tax) If you do, pay 3%.
3. Peasant party members who work in township agencies and township enterprises or go out to work, village cadres and private teachers (substitute teachers) who have a fixed income (salary or subsidy) shall be paid monthly If you have a fixed income, you should pay party dues in accordance with the above-mentioned proportions. Other peasant party members pay a monthly membership fee of 2 cents.
4. Party members who are subject to the annual salary system shall use the average monthly income of the previous years as the calculation base and pay party dues in accordance with the above-mentioned proportions.
5. Party members engaged in self-employment shall pay party dues based on the average monthly net income of the previous quarter and in accordance with the above-mentioned proportion.
6. Retired cadres and party members among employees shall use the retirement pension stipulated by the state as the base for calculating party dues. Party members who receive pension insurance shall use the pension insurance as the base and pay according to the above-mentioned proportions. party membership dues.
7. Party members who are laid off and unemployed, who rely on pensions and relief, and party members who receive local minimum living allowances must pay a monthly party dues of 20 cents.
8. Party members who have no financial income or have difficulty paying party dues may apply in person, and with the approval of the party branch committee, they may pay less or be exempted from payment.
9. Probationary party members shall pay party dues from the date when they are approved as probationary party members by the branch meeting.
10. Party members pay party dues to the party organization where they have formal organizational relations. Party members who go out with a "Mobile Party Member Activity Certificate" must pay party dues to the party organization where they go out with the certificate during their stay.
11. After party members increase their salary income, they will pay party dues in accordance with the prescribed proportion based on the new salary income from the month when they receive wages according to the new salary standard.
12. Party members voluntarily pay party dues of more than 1,000 yuan at a time, all of which will be handed over to the central government. The specific method is: the grass-roots party committee shall collect it on behalf of the party member, and provide a brief profile of the party member, and organize it through the Organization Department of the provincial (autonomous region, municipality) committee, the Organization Department of the Central Government directly under the central government, the Organization Department of the Central State Organs Working Committee, the Ministry of Railways, and the Political Department of the Civil Aviation Administration of China. 13. In special circumstances, with the consent of the party branch committee, party members may entrust relatives or other party members to pay or repay party dues on their behalf, but the time for repaying party dues shall not exceed 3 months.
14. For party members who do not pay party dues in accordance with regulations, their party organizations should promptly criticize and educate them. Those who fail to pay party dues for six consecutive months without justifiable reasons will be treated as voluntarily quitting the party.
15. In addition to collecting party dues in accordance with regulations, party organizations shall not require party members to pay "special party dues" in various categories other than those prescribed.
16. The party committees of all provinces, autonomous regions, and municipalities directly under the Central Government, the agencies directly under the central government, the working committee of the central state agencies, the Ministry of Railways, the Political Department of the Civil Aviation Administration of China, and the General Political Department of the Military Commission shall pay 5% of the total party dues paid by party members throughout the year every year. % should be turned over to the Central Committee and remitted to the party dues account of the Organization Department of the Central Committee before the end of April of the following year. No underpayment or delay is allowed.
17. Local party committees with party relations in the railway, civil aviation and financial systems shall pay 10% of the total party dues paid by party members to the local party committee every year.
2. Party dues management
1. Party dues are managed uniformly by the organizational department of the Party committee on behalf of the Party committee. The specific management of party dues is undertaken by the internal agencies responsible for the education and management of party members in the organizational departments of party committees at all levels. A dedicated person should be designated to be responsible for party dues work, and accounting and cashiers should be separated.
Party dues must be kept in separate accounts and earmarked for special purposes. The filing of party dues account books must be handled in strict accordance with relevant regulations, and a sound financial system must be established and improved.
2. Party dues shall be deposited in the Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, and Bank of Communications, and shall not be deposited in other banks or non-bank financial institutions. Interest on party dues is part of the income from party dues and cannot be used for other purposes. Party fees may not be used for any reason to purchase investments other than Treasury bills.
3. The party committee organizational department should strengthen the training of party dues managers to improve their political quality and professional level. Party dues management personnel must be trained first and then take up their posts. When party dues management personnel change, the handover procedures must be completed in strict accordance with the relevant regulations on party dues management and the financial system.
4. The grassroots and local party committees at all levels shall report (or report in writing) to the party membership conference or party congress on the collection, management and use of party dues, and accept the information from party members or party congress representatives. review and oversight. Grassroots party branches should announce the collection of party dues to party members once a year.
5. The Organization Departments of the Party Committees of all provinces, autonomous regions, and municipalities directly under the Central Government, the Organization Departments of the Central Government Organs, the Organization Departments of the Working Committees of Central State Agencies, the Ministry of Railways, the Political Department of the Civil Aviation Administration of China, and the Organization Department of the General Political Department of the Military Commission shall, before the end of April every year, Submit a written report to the Central Organization Department on the collection, management and use of party dues in the previous year. Local party committees at all levels below the provincial level, agencies directly under the central government, working committees of central state agencies, and party organizations at all levels affiliated with railways, civil aviation systems, and the military must submit written reports to the higher-level party organizations on the collection of party dues in the previous year before the end of March each year. The content of the report is: the amount of party dues collection, use and balance in the previous year; the main items of party dues expenditure; the experience, existing problems and improvement opinions and suggestions in the collection, management and use of party dues.
6. The organizational departments of party committees at all levels should inspect the collection, management and use of party dues at least once a year, sum up experience, identify problems and correct them in a timely manner.
3. Use of party dues
1. The use of party dues should adhere to the principles of overall arrangements, living within one's means, balancing revenue and expenditure, and having a slight surplus.
2. Party fees must be used for party activities, mainly as a supplement to party member education funds. Its specific scope of use is: (1) training party members; (2) subscribing or purchasing newspapers and periodicals used to carry out party member education. , materials and equipment; (3) commend advanced grassroots party organizations, outstanding Communist Party members and outstanding party workers; (4) subsidize party members who have difficulties in living.
3. The use and allocation of party dues must be decided through collective discussion and cannot be decided by an individual or a few people.
4. Requests for the allocation of party fees should be submitted to the party organization at the next higher level, and applications beyond the next level are not allowed. Party fees allocated by higher-level party organizations must be earmarked for specific purposes and must not be misappropriated for other purposes.
5. Those who violate the regulations on the collection, management and use of party dues will be seriously investigated and punished in accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China (Trial)" and relevant regulations, and those who violate criminal laws will be dealt with in accordance with the law.
These regulations shall be implemented from the date of issuance. If past regulations are inconsistent with these regulations, these regulations shall prevail.
