These Rules shall not apply to military vessels, public security vessels, fishing vessels and sports vessels other than those engaged in commercial transportation, except as otherwise provided by laws and administrative regulations. Article 3 The State Bureau of Port Supervision of People's Republic of China (PRC) is in charge of ship safety inspection throughout the country.
The harbour superintendency administration is responsible for the safety inspection of China ships entering and leaving Hong Kong.
The safety inspection of foreign ships shall be carried out by the harbour superintendency agencies approved by People's Republic of China (PRC) and China. Article 4 China-registered ships to which these Rules apply must have a record book of ship safety inspection, and present it when handling the entry/exit or entry visa of the ship. The ship safety inspection record book shall be kept on board for one year after use. The ship safety inspection record book shall be issued by the port (navigation) supervision organ.
Foreign ships shall submit the Report on Port State Supervision and Inspection in the Asia-Pacific Region when going through the formalities of port entry inspection. Chapter II Inspection Article 5 Ship safety inspection shall be carried out at the port where the ship is docked or during port operation. It is forbidden to carry out safety inspection on ships in navigation, except as otherwise provided by laws and administrative regulations. Article 6 The safety inspection of ships registered in China shall be based on relevant laws, regulations, rules and technical specifications of China and relevant international conventions recognized by China; The safety inspection of foreign ships is carried out in accordance with the relevant laws and regulations of China, the relevant international conventions to which China has acceded and the Memorandum of Understanding on Port State Control in the Asia-Pacific Region. Article 7 The contents of ship safety inspection include:
(a) the ship's certificate and related documents and materials;
(2) Crew members and their equipment;
(3) life-saving equipment;
(4) Fire fighting equipment;
(5) accident prevention;
(6) General safety facilities;
(7) Alarm facilities;
(eight) cargo stowage and loading and unloading equipment;
(9) Load line requirements;
(10) mooring facilities;
(eleven) propulsion and auxiliary machinery;
(12) navigation equipment;
(13) radio equipment;
(14) anti-fouling equipment;
(fifteen) liquid cargo loading equipment;
(sixteen) the actual operation ability of the crew on the facilities and equipment related to their duties. Article 8 When an inspector conducts a ship safety inspection, he shall show the inspection certificate to the ship. The captain (captain) shall truthfully report the safety status of the ship and assign relevant crew members to accompany the inspection. The crew accompanying the inspection shall, according to the requirements of the inspectors, debug and manipulate the relevant equipment and answer relevant questions. Article 9 After the safety inspection of China-registered ships is completed, the inspectors shall fill in the Record of Ship Safety Inspection in the Record Book of Ship Safety Inspection, and issue the Notice of Ship Safety Inspection, indicating the inspection items, defects found and treatment opinions, and affix the special seal for ship safety inspection.
The Notice of Ship Safety Inspection is made in triplicate, one of which is kept in the Record Book of Ship Safety Inspection, one is sent to the owner or operator of the ship, and the other is kept by the port (navigation) supervisor. Article 10 After the safety inspection of foreign ships, the inspector shall issue the Report on Port State Supervision and Inspection in the Asia-Pacific Region, and sign and affix the special seal for ship safety inspection.
The Report on Port State Supervision and Inspection in the Asia-Pacific Region is made in duplicate, one of which is kept by the captain and the other is inspected by the harbour superintendency administration, and copied to the competent authorities of the flag state and the International Maritime Organization as appropriate. Eleventh China registered ships and foreign ships inspected by the maritime agencies of the members of the Memorandum of Understanding on Port State Control in the Asia-Pacific Region are generally not inspected within 6 months. However, the following ships are not subject to the six-month period:
(1) Passenger ships, ro-ro ships and bulk carriers engaged in international navigation, as well as oil tankers, liquefied gas carriers and bulk chemical carriers.
(2) Some defects are newly discovered;
(three) the occurrence of major water traffic accidents;
(4) Being reported to be below the standard requirements;
(5) Inspection requirements stipulated by People's Republic of China (PRC) and the State Bureau of Port Supervision. Chapter III Handling Article 12 Ships must correct and improve the existing defects in accordance with the requirements of the Notice on Ship Safety Inspection or the Report on Port State Supervision and Inspection in the Asia-Pacific Region, and apply for reinspection. Thirteenth inspectors require the ship to correct the defects at the designated port, and the ship should correct them before leaving the designated port. If the designated port is China port, the ship shall apply for review before leaving the port; If the designated port is a foreign port, the ship registered in China shall apply for reexamination when it arrives at the first port in China.
