Chapter I General Provisions Article 1 These Measures are formulated to strengthen the management of industrial hygiene scientific research in the chemical industry (hereinafter referred to as the chemical industry) and establish and improve the scientific research management system. Article 2 These Measures shall apply to the units with industrial hygiene research capabilities in the national chemical industry system. Chapter II Planning and Management Chapter II Planning and Management Article 3 The topic selection of scientific research projects should be based on the principle of solving practical problems existing in production, and appropriate management soft topics and basic research topics should be selected. Article 4 According to the scientific research plans of the Ministry of Chemical Industry and local industrial hygiene, the scientific research plans of each unit for the next year shall be formulated. Each topic should be fully investigated and studied, and a literature review (including domestic and foreign research, level and field research) should be written. The feasibility demonstration report and opening report of scientific research projects shall be demonstrated by experts (or technical committees) organized by the unit, and signed and sealed by the competent leaders of the unit. The annual plan shall be submitted to the Labor Safety Department of the Ministry of Chemical Industry before the end of each year 1 1 (the local scientific research projects shall be copied to the Ministry of Chemical Industry at the same time). The materials submitted include: a summary of the subject literature in duplicate; Feasibility study report in duplicate; Submit the opening report in duplicate. Article 5 The declared project shall be included in the key scientific and technological development plan of the chemical industry after being examined and approved by the Labor Safety Department of the Ministry, and the Labor Safety Department shall be responsible for signing the contract with the project undertaker according to the Contract of Scientific Research Projects of the Ministry of Chemical Industry (see Annex 1 for the format). Chapter III Organization and Implementation Article 6 All projects included in the annual scientific research plan of the Ministry of Chemical Industry should be brought into the track of scientific research management, and the progress and quality of scientific research projects should be assessed according to the contract requirements. Article 7 Each scientific research unit shall make a work summary every six months and a comprehensive summary every year, including the progress, completion and existing problems of the project. The summary materials shall be submitted to the Labor Safety Department of the Ministry before the end of June and1February of that year respectively. Article 8 Once a scientific research project contract is formally signed, it must be strictly implemented. In case of special circumstances, if it is necessary to adjust the contract, it shall be agreed by both parties through consultation. Otherwise, it shall be liable for breach of contract. Chapter IV Management of Achievement Appraisal Article 9 Scientific research units shall list scientific research projects that need to be appraised by the Ministry in January each year and report them to the Labor Safety Department of the Ministry. Article 10 Appraisal can be divided into detection appraisal, acceptance appraisal, expert appraisal (including communication appraisal and meeting appraisal) and deemed appraisal. Eleventh units should make preparations for technical appraisal. When no new requirements are put forward after completing the contents specified in the test plan, the project can end the test work. After the approval of the technical director of the unit, the research group can make preparations for the appraisal of the results, put forward the research report and work report of the project, and sort out the relevant technical documents and attachments. Twelfth project completion units should put forward the recommended list of members of the appraisal committee, which will be audited by the Department of Labor Safety and the Department of Science and Technology of the Ministry. The members of the appraisal committee should be representative, and the number of senior and intermediate professional and technical personnel in this industry or field should be controlled at five to thirteen. Thirteenth industrial hygiene scientific and technological achievements appraisal should comply with the declaration procedures.

(a) scientific and technological achievements completed units should fill in four applications for appraisal of scientific and technological achievements two months in advance (see Annex II for the format), and attach two sets of complete academic or technical information to the Labor Safety Department of the Ministry.

(2) The Labor and Safety Department of the Ministry strictly examines the appraisal application and related materials, makes a decision on whether it can be appraised, and determines the appropriate appraisal form; The application form shall be signed by the competent leader, stamped with the official seal, and sent to the Science and Technology Department of the Ministry for review and countersignature together with a full set of academic or technical materials. After approval, the Ministry of labor and safety department issued a document, and copied to the Department of science and technology. Article 14 The specific appraisal of health scientific and technological achievements in the chemical industry shall be the responsibility of the Labor Safety Department of the Ministry. The host of the appraisal meeting of scientific and technological achievements should generally be a cadre at or above the division level or a senior engineer in related majors. For projects involving a wide range and significant impact, they must be presided over by department-level leaders. Specific appraisal (evaluation, discussion, etc. ) the scientific and technological achievements shall be presided over by the chairman elected by the appraisal committee (expert group). The appraisal opinions shall be signed by the chairman himself, and all members of the appraisal team shall list their signatures. Fifteenth chemical health scientific and technological achievements should apply for scientific and technological achievements appraisal certificate and achievement registration.

(a) the Department of Labor and Safety of the Ministry will send the clear draft of the technical appraisal certificate to the Department of Science and Technology of the Ministry for review, and the number of those who meet the requirements will be printed into an official text by the project undertaker. The appraisal certificate shall be filled in the format specified by the State Science and Technology Commission (see Annex 3 and Annex 4 for the format).

(two) the completed technical appraisal certificate shall be stamped with the special seal for scientific appraisal, sent to the Science and Technology Department of the Ministry of Science and Technology, and the results shall be registered at the same time.

(three) to register the results, it is necessary to fill in the Report Form of Scientific and Technological Research Achievements (see Annex 5 for the format) and the Brief Introduction of Scientific and Technological Achievements (see Annex 6 for the format) in quadruplicate and report them to the Labor Safety Department of the Ministry.

(four) to fill in the list of main researchers is generally controlled within five people, and a few projects with high level, great significance, wide coverage and obvious economic benefits can be relaxed to nine to fifteen people. Article 16 For projects that are not included in the appraisal plan in advance and have actually reached the scientific and technological achievements that can be used for technical appraisal, after strict examination by the Labor Safety Department of the Ministry and the Science and Technology Department of the Ministry, an application can be made two months before the appraisal meeting.
