Legal basis: "Government Procurement Law of the People's Republic of China"

Article 29 The purchaser shall purchase the goods according to the centralized procurement catalog, procurement quota standards and approved departments. Budget and prepare government procurement implementation plans and submit them to the financial department of the people's government at the same level for filing.

Article 30 The purchaser or procurement agency shall disclose the budget amount of the procurement project in the bidding documents, negotiation documents, and inquiry notices.

Article 31 The period for providing bidding documents shall not be less than 5 working days from the date when the bidding documents are issued.

Article 32 The purchaser or procurement agency shall prepare bidding documents in accordance with the standard text of bidding documents formulated by the financial department of the State Council.
