1 Scope The purpose of this standard is to ensure the implementation of the company's safety production management system, effectively strengthen the safety management of outsourced projects, and ensure the safety of personnel and equipment in outsourced projects, so as to achieve the company's safety objectives. This standard specifies the safety management responsibilities of outsourced projects, the qualification examination of contractors, the signing of safety attachments of outsourced contracts, the safety education for entering the factory and the handling of working tickets for outsourced projects. This standard is applicable to all kinds of outsourcing projects or projects of our company. 2 terms and definitions 2. 1 outsourcing project: refers to the project (labor service) contracted by the engineering management department of our company to other units for construction operations. 2.2 Construction Management Department: refers to the department responsible for the construction management of specific outsourcing projects. Generally, according to the responsibilities and authorities of each department of the company, the specific department is determined as the construction management department of the outsourced project. 2.3 The security annex to the outsourcing project contract refers to a written security agreement with the same effect as the outsourcing project contract and is an important part of the outsourcing project contract. Its contents include the safety technical disclosure, safety measures or safety technical requirements provided by Party A and Party B of this project. 3 Management responsibilities 3. 1 Engineering Management Department 3. 1. 1 Responsible for the qualification examination of the construction unit. 3. 1.2 is responsible for notifying loss prevention, construction management and other departments to go through relevant procedures (safety education for entering the factory, procedures for entering and leaving the factory, signing safety attachments for outsourcing projects, etc.). ) .3.1.3 is responsible for coordinating the relationship between the company and the outsourcing unit. 3. 1.4 When signing the contract, 5% of the project payment shall be reserved as a security deposit for safe construction. 3. 1.5 Organize or participate in the acceptance of outsourced projects as required. 3. 1.6 Responsible for the fine opinions put forward by other departments in the project settlement. 3.2 Construction Management Department 3.2. 1 Responsible for on-site safety technical disclosure to the project leader who contracted the project according to the actual outsourcing project. 3.2.2 Be responsible for formulating safety technical measures for outsourced projects, and implementing or confirming them. 3.2.3 Be responsible for reviewing and implementing the safety technical requirements put forward by the contractor. 3.2.4 Designate a person to be responsible for the project management of outsourced projects, and conduct safety inspection and supervision on the construction site and construction process. 3.2.5 For outsourcing projects requiring working tickets, be responsible for handling working tickets according to the company's working ticket system. 4. Management Contents and Requirements 4. 1 Safety Qualification Examination of Outsourcing Unit 4. 1. 1 Before determining the contractor, the project management department will organize the construction management department to participate in the strict examination of the safety qualification of the project contractor. Without the safety qualification examination or unqualified examination, it is forbidden to sign a contract. 4. 1.2 contents that the engineering management department is responsible for auditing: 4. 1.2. 1 valid business license and construction qualification certificate issued by relevant departments, and legal representative qualification certificate. 4. 1.2.2 Construction resumes and safety construction records in recent three years. 4. 1.2.3 Review the special engineering work permit of the outsourcing unit. 4. 1.2.4 Review the qualification certificate of special operators of outsourcing units. 4. 1.2.5 Equipped with safety instruments, including safety helmet and qualified work clothes. 4. 1.2.6 It has a sound construction safety management network and safety supervision network. The contractor of the secondary institution shall have a full-time safety management institution; Construction teams with more than 30 people must be equipped with full-time security officers; Part-time security officers should be provided for people under 30 years old. 4. 1.3 Contents that the construction management department is responsible for reviewing: 4. 1.3. 1 Whether the technical quality of the construction leader, engineering technicians and workers meets the engineering requirements. 4. 1.3.2 Whether there are machines, instruments and safety protection facilities to meet the engineering needs and ensure safe construction. 4. 1.4 If the safety qualification problem of the outsourcing unit is found in the review of the above departments, it shall be reported to the Engineering Management Department in time, and the Engineering Management Department shall be responsible for proposing it to the outsourcing unit and ordering it to make corrections. The outsourcing unit that refuses to make corrections shall be handled according to the contract. 4.2 Safety Attachments to the Outsourcing Project Contract 4.2. 1 Generally, the outsourcing project shall be signed with the outsourcing project contract and the safety attachments to the outsourcing project contract before construction. In the outsourcing contract, it is necessary to stipulate the respective safety responsibilities of the contractor and the contractor. The security annex of the outsourcing project contract has been signed, but the contract has not been formally signed. If the work is urgent and it really needs to be started immediately, the engineering management department will notify the construction management department by email. In case of emergency such as emergency repair, it should be approved by the company leader, and the work can be started first, and then the contract and the safety annex of the outsourcing project contract can be signed. Before the relevant accessories and contracts are signed, the construction management department is responsible for its safety technology management (management of the same loan workers). In any case, the outsourcing unit is only allowed to carry out the construction after the safety technical disclosure of the outsourced personnel. 4.2.2 The safety annex of the outsourcing project contract is an integral part of the outsourcing project contract. After determining the contractor, the engineering management department must submit the safety annex of the outsourcing project contract and the information table of the outsourcing project construction (work) personnel (see Appendix C for its format) to the outsourcing unit to fill in the relevant contents. 4.2.3 Both the Employer and the Contractor shall be familiar with their respective basic safety responsibilities in the safety annex of the outsourced project contract. For the project requiring the contractor to formulate technical measures for construction safety, the construction management department shall tick "√" in the □ Yes column. Otherwise, press "x". 4.2.4 The contractor shall put forward specific safety requirements for the project construction and fill them in the corresponding columns. 4.2.5 The construction management department shall review the specific safety requirements put forward by the contractor in the safety annex of the outsourced project contract, and at the same time, conduct on-site safety technical disclosure to the on-site person in charge of the contractor. The disclosure contents are as follows: ① The contractor's work scope and possible dangerous factors within the work scope. (2) The risk factors existing in the system and adjacent space related to the contractor's work scope, and the measures taken by the entrusting party. Such as water, electricity, steam source cut-off, signs and isolation measures, medium discharge measures, etc. (3) The contractor is required to formulate special safety measures in places that are easy to cause personal injury or equipment accidents, such as fire, explosion, electric shock, falling, poisoning, suffocation, mechanical injury and burns. If the work items are added, the safety technical disclosure shall be supplemented accordingly, and the disclosure content is the part that needs to be supplemented due to the work change in the above three aspects. 4.2.6 The Construction Management Department shall fill in the safety technical measures of Party A in the corresponding columns. For complex and dangerous engineering projects, the construction management department should require the contractor to formulate corresponding construction safety technical measures. 4.2.7 After both parties confirm and agree to the first five items in the safety annex of the outsourcing project contract, the site leader of the contractor and the project leader of the construction management department shall sign them and send them to the loss prevention department. 4.2.8 The safety requirements and safety measures filled in by the loss prevention department are finally determined in the safety annex of the outsourcing project contract, and then sent to the construction management department for implementation after being signed. 4.2.9 After the outsourced personnel enter the factory, the loss prevention department shall review the contents (including the registration of special operators) filled in the construction (work) personnel table of the outsourced project, and conduct safety education in the factory. 4.2. 10 After receiving the information form of the construction (work) personnel of the outsourced project who have received safety education in the factory, the construction management department will organize the outsourced personnel to learn the contents of the safety annex of the outsourced project contract before the start of construction, and focus on the safety measures, work scope and matters needing attention in combination with the engineering characteristics. Participants in the study shall sign the Information Form for Construction (Work) Personnel of Outsourcing Project, which shall be kept by the Construction Management Department.
