ATA carnet
is an international customs document, which was specially created by the World Customs Organization for the temporary import of goods. In 1961, the World Customs Organization adopted the Customs Convention on the Temporary Admission of Goods, and then in l99, it adopted the Convention on the Temporary Admission of Goods, thus establishing and perfecting the ATA document system. After the ATA carnet system was put into practice in 1963, 62 countries and regions have implemented the ATA carnet system, and 75 countries and regions have accepted the ATA carnet system. The total value of goods cleared by ATA carnet every year exceeds US$ 2 billion. ATA carnet has become the most important customs document for temporary import of goods.
this trade method is divided into two situations, one is the first EXPORT (yellow copy, export), and the other is the re-export of import (white copy, REEXPORT). In either case, the customs declaration procedure remains the same, just distinguish the colors of the documents used.
Specific customs declaration process:
(1) Required information:
ATA Documentary (issued by China, with the signature and official seal of the applicant enterprise as a legal person in the lower right corner of the green cover document, and this Documentary is registered in Beijing Customs with electronic information), power of attorney for the applicant enterprise declaration, and the original waybill.
(2) After obtaining the ATA carnet, the relevant export documentation page (commonly known as the declaration form) shall be filled with the export item number, mode of transportation, waybill number, packaging, number of pieces, weight, signature and customs declaration stamp of the customs declaration unit and customs declarant.
(3) After preparing the above documents, go to Window 11/12 on the second floor (ATA Documentary Book) to declare, first register the relevant information in the registration book of the customs officer's window sill, and then submit it to the customs officer for examination. After examining the documents, the customs officers shall sign and seal the green cover documents (if this is not required for ATA carnets issued abroad), and sign and seal the yellow/white information sheet (each page of this sheet has two import information columns and two export information columns) and the declaration sheet (each page of this sheet has only one ticket of goods information).
(4) After the customs clearance is finished, the customs broker takes it away and copies it: green cover document, yellow/white information and yellow/white declaration. Tear off the original copy of the yellow/white declaration form, and nail it together with the copy just now, as well as the declaration power of attorney and waybill, and hand it over to the customs officer of the original examination form. Then the customs officer stamped the customs release stamp on the waybill, and the customs declaration ended.
