Five, if the number of candidates nominated exceeds the number of candidates to be elected, the presidium will submit the list of all candidates to all delegates for deliberation and discussion, and pre-select the delegation as a unit, and send it to the organizing group of the conference in writing for summary. The presidium shall determine the official list of candidates according to the order of the number of votes obtained in the primary election and in accordance with the provisions of this election method. Six, the general assembly election, to participate in the election of representatives must be more than two-thirds of all representatives. The election meeting shall be presided over by the presidium of the meeting. Seven, the ballot must be stamped with the seal of the Standing Committee of the Gansu Provincial People's Congress, no seal is invalid. Members can vote for or against the candidates on the ballot, choose others or abstain. Those who vote against it may choose another person.

The total, deputy and tellers are nominated by the Secretariat of the General Assembly from among the staff and determined by the Presidium of the General Assembly.
