Yellow label cars are new cars whose emission levels are lower than the National I emission standards when finalized. A general term for gasoline vehicles and diesel vehicles that meet National III emission standards. Usually they are vehicles with large amounts of exhaust pollution, high concentration, and poor emission stability. Comparing based on emission limits, the emissions of a yellow-label vehicle are equivalent to 5 National I vehicles, 7 National II vehicles, 14 National III vehicles, and more than 20 National IV gasoline vehicles. If such vehicles in use undergo regular environmental inspections and meet the relevant emission standards for in-use vehicles, they will be issued a yellow environmental inspection mark and can be driven on the road. Due to their high single-vehicle emissions, yellow-label vehicles should be controlled and eliminated as a priority.
There are mainly the following seven categories, all of which are recognized as yellow label vehicles
1. Micro/small passenger vehicles that were registered before July 1, 2000 and whose fuel type is gasoline or gas and mini trucks;
2. Light trucks registered before October 1, 2001, with the fuel type being gasoline or gas;
3. Registered before July 1, 2003, Medium and heavy-duty trucks (including semi-trailer tractors) and medium- and large-sized passenger vehicles whose fuel type is gasoline;
4. Medium- and heavy-duty trucks whose fuel type is gas, registered before September 1, 2001 Trucks (including semi-trailer tractors) and medium and large passenger vehicles;
5. Micro and small passenger vehicles registered before July 1, 2008, with diesel fuel type;

Attached standards: The "Light-duty Vehicle Pollutant Emission Limits and Measurement Methods (I)" implemented in my country in 2001 is equivalent to the European I standard. The "Light-duty Vehicle Pollutant Emission Limits" implemented in 2007 And the measurement method (Ⅲ) is equivalent to the European III standard. Therefore, the National I emission standards are: carbon monoxide must not exceed 3.16 g/km; hydrocarbons must not exceed 1.13 g/km; the particulate matter standard for diesel vehicles must not exceed 0.18 g/km; the durability requirement is 50,000 kilometers. The emission standards of China III are: hydrocarbons shall not exceed 0.66%, carbon monoxide shall not exceed 2.1%, particulates shall not exceed 0.1%, and nitrogen oxide shall not exceed 5%.
Yellow Label Vehicle Identification Procedure
In order to implement the "Notice on Implementing the Car Trade-in Policy and Encouraging Yellow Label Vehicles to be Scrapped in Advance" and The spirit of the document "Municipal Car Trade-in Work Implementation Plan", the requirements of the Ministry of Environmental Protection's "Regulations on the Management of Motor Vehicle Environmental Inspection Qualification Marks" and the actual situation of our city have been formulated to formulate transitional measures for the identification of "yellow label vehicles".
The Municipal Environmental Protection Bureau takes the lead in establishing a "yellow label vehicle" certification office to carry out registration and certification work. The identification of a "yellow label vehicle" is subject to application by the vehicle owner and is regularly tested at the annual vehicle inspection line. The main procedures are:
1. The owner of the vehicle shall bring his motor vehicle driving license and the "Motor Vehicle Trade-in Subsidy Fund Application Form" (hereinafter referred to as the "Application Form") to the "Yellow Label Vehicle" Certification Office to apply.
2. Based on the application of the car owner and the principle of centralization and unification, the "Yellow Label Vehicle" certification office will arrange the specific time and location of the vehicle inspection and inform the car owners who apply for "Yellow Label Vehicle" certification.
3. Vehicle owners who apply for "Yellow Label Vehicle" certification will go to the designated annual inspection line for inspection according to the inspection time specified by the "Yellow Label Vehicle" certification office. Only the exhaust gas inspection fee will be charged for the inspection. Personnel on the inspection line are not allowed to Refusal to inspect for any reason.
4. The inspectors use the exhaust gas detection equipment at the annual vehicle inspection line to inspect the cars that apply for "yellow label vehicle" certification, complete the registration work, and record the relevant test data on the motor vehicle emission inspection certificate and signed.
5. The vehicle owner brings the driving license, motor vehicle emission inspection certificate and "application form" to the "Yellow Label Vehicle" certification office for inquiry and certification. The staff of the "Yellow Label Vehicle" identification office make the identification based on the determination method determined by the "Regulations on the Management of Environmental Protection Inspection Qualification Marks for Motor Vehicles".
6. The staff of the "Yellow Label Vehicle" certification office will mark the certification results in the corresponding position of the "Application Form" and stamp the special seal of the environmental protection department's review opinions.
7. The staff of the "Yellow Label Vehicle" certification office will register and record the certified vehicles.
