Chai Jin, Xiao Xuanfeng, No.10 in Liangshan, Shui Bo, was born in the royal family of the Later Zhou Dynasty, and was called Chai Daguan, the leader of Liangshan who was in charge of money and grain. After Song Jiang took over as the leader of Liangshan stockade, he set up four dry villages around Zhongyitang, with Chai Jin ranking first among the latter military villages. After Liangshan was enlisted, Chai Jin fought side by side with Sung River in the north, and made outstanding achievements. Chai Jin was worried that he would be slandered by treacherous court officials in the future, so he returned to Cangzhou for the people on the grounds of the storm, and finally died.
Feng Xuan described it as magnificent, generous and hospitable, and United a large number of Jianghu heroes. Its nickname just echoes Song Jiang's timely rain, a combination of "wind and rain".
