The official seal is the signature seal made by state organs, organizations, enterprises and institutions with their own legal subject behavior names.

Because the Ministry of Public Security has not made uniform provisions on the engraving procedure, the provisions on the engraving procedure vary from place to place.

China has a perfect judicial management system for the management of official seals, and any private engraving is illegal and criminal. A seal forged without a legal subject shall be punished as the crime of forging the subject.

If a foreign unit needs to engrave the official seal, it must first go to the public security organ at or above the county level where the unit originated to apply for a letter of introduction or a certificate of engraving the official seal. Then, with this letter of introduction or certificate, it can exchange a notice of engraving or a letter of introduction with the public security organ at the same level where the engraving factory or the engraving shop is located, and engrave the seal at the engraving factory or the engraving shop designated by the public security organ.
