Originally, during the Han Dynasty, the feudal government used carriages and horses to transport scholars who were recruited. Later, people used "bus" as a code for recruiting people to Beijing to take the exam. In the spring of 1895, Kang Youwei, Liang Qichao and people from various provinces gathered in Beijing to participate in the joint examination. During this period, news came that the Treaty of Shimonoseki had been signed, which shocked the people. Kang Youwei seized this opportunity and immediately drafted a letter in the dialect of the Emperor.
