Chapter I General Provisions Article 1 These Provisions are formulated in order to standardize the message transmission and import and export business processes of maritime international container transport EDI and ensure the normal operation of maritime international container transport EDI. Article 2 The EDI message delivery and import and export business processes mentioned in these Provisions refer to the delivery process of electronic messages in international container shipping, including the circulation process of import electronic messages and export electronic messages. Article 3 The EDI message delivery and import and export business processes of international container shipping shall follow the following principles:

(1) electronic message transmission and import and export business processes should reduce links, simplify procedures, and be high-speed and efficient;

(two) import and export electronic message delivery procedures shall not be staggered and shared in the business process;

(3) The information transmitted by electronic information must be accurate, timely, reliable and complete;

(4) The handling of electronic messages must be safe and confidential;

(5) Electronic information must be transmitted in the way agreed by both parties;

(6) Unless an electronic signature is required according to the agreement, when sending an electronic message, the recipient must send the receipt to the originator. Article 4 The rules for sending EDI messages of international shipping containers are as follows:

(a) The shipping company (carrier) or its shipping agent sends the shipping schedule information to the port dispatcher, container terminal, ocean tally, freight forwarder or their owners.

(2) The attached information message is sent by the shipping company (carrier) or its shipping agent to the port dispatching, pilot station, ocean shipping tally and container terminal; At the same time, it will be delivered to customs, commodity inspection, health inspection, animal and plant inspection, port supervision and border defense.

(3) The ship departure message is transmitted by the container terminal to the port dispatcher, ocean shipping tally, shipping company (carrier) or its shipping agent; At the same time, it will be passed on to customs, port supervision, health inspection and border defense.

(4) The manifest (import) message is transmitted by the shipping company (carrier) or its shipping agent to the container terminal, port dispatching, ocean shipping tally and port supervisor; At the same time, it will be delivered to customs, commodity inspection, health inspection and animal and plant inspection. Manifest (export) information is sent by the shipping company (carrier) or its shipping agent to the customs, marine tally and container terminal.

(five) the ship chart (import) message is transmitted by the shipping company (carrier) or its shipping agent to the port dispatching, container terminal, ocean shipping tally and commodity inspection; The ship map (export) information is sent by the ocean shipping tally company to the transportation company (carrier) or its transportation agent.

(6) Container loading and unloading messages are transmitted by ocean shipping tally to shipping companies (carriers) or their shipping agents, port dispatching and container terminals.

(seven) the container damage message is transmitted by the ocean shipping tally to the shipping company (carrier) or its shipping agent, container terminal, customs, commodity inspection and insurance.

(8) Transmitting container overflow information to the shipping company (carrier) or its shipping agent, container terminal, customs, commodity inspection and insurance through ocean shipping tally.

(9) The container short-discharge message is transmitted by ocean shipping tally to the shipping company (carrier) or its shipping agent, container terminal, customs, commodity inspection and insurance.

(10) The dangerous goods notification message is sent by the shipping company (carrier) or its shipping agent to the port dispatcher, port supervisor, container terminal, ocean shipping tally, cargo owner or its freight forwarder.

(eleven) dangerous goods (import) list message sent by the shipping company (carrier) or its shipping agent to the port dispatch, container terminal, foreign management, port supervision; The message "List of Dangerous Goods (Export)" is transmitted by ocean shipping tally to the shipping company (carrier) or its shipping agent, port dispatcher, container terminal and port supervisor.

(12) The packing list message is transmitted by the ocean shipping tally station to the customs, commodity inspection, container terminal, owner or his freight forwarder, shipping company (carrier) or his freight forwarder.

(13) Container inbound/outbound messages are transmitted by container terminals and stations to shipping companies (carriers) or their shipping agents or container management centers.

(14) Container stacking messages are transmitted by container terminals and stations to shipping companies (carriers) or their shipping agents, port dispatching, customs, commodity inspection, sanitary inspection and animal and plant inspection.

(fifteen) the formal booking message is transmitted by the owner or his freight agent to the shipping company (carrier) or his freight agent.

(16) The confirmation information of booking is transmitted by the shipping company (carrier) or its shipping agent to the consignor or its freight forwarder, customs, commodity inspection, health inspection and animal and plant inspection.

(17) The packing instruction message is transmitted by the owner or his freight agent to the customs, commodity inspection, health inspection, animal and plant inspection, shipping company (carrier) or its shipping agent, container terminal, ocean shipping tally, station and transportation agent.

(18) The shipping instruction message is transmitted by the shipping company (carrier) or its shipping agent to port dispatching, container terminal, ocean shipping tally, customs, commodity inspection, health inspection and animal and plant inspection.

(19) The owner or his freight forwarder or customs broker sends the declaration forms of customs, commodity inspection, health inspection and animal and plant inspection to the customs, commodity inspection, health inspection and animal and plant inspection.

(20) The reply messages from customs, commodity inspection, health inspection and animal and plant inspection shall be transmitted to the consignor or its forwarder, customs broker and container terminal.

(twenty-one) the cargo report message is transmitted by the shipping company (carrier) or its shipping agent to the customs, health inspection, animal and plant inspection and commodity inspection.

(twenty-two) the application for operation plan message is transmitted to the container terminal by the owner or his freight forwarder, station and transportation company.

(twenty-three) the reply message of the operation plan is transmitted by the container terminal to the owner or his freight forwarder, the station and the transportation company.
