The act of forging a signature is not a crime in itself, but an illegal civil act, and it should bear corresponding civil legal responsibilities. However, for the purpose of illegal possession, pedestrians falsify their signatures and defraud public and private property in a large amount, which constitutes a crime of fraud. Generally, they should be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and concurrently or solely fined.
