The letter of commitment has legal effect without notarization, and notarization is not a legal requirement for the letter of commitment to take effect. A letter of commitment is actually a contract, and it is only valid if the following three conditions are met:
1 is a reflection of the true wishes of the parties;
2. No violation of relevant laws and regulations;
3. Do not infringe upon the legitimate rights and interests of others. Notarization is only to avoid later disputes. Legal basis: Article 7 of the Contract Law stipulates that when concluding and performing a contract, the parties shall abide by laws and administrative regulations, respect social morality, and shall not disturb social and economic order or harm social public interests.
