When can blind medical masseurs have the right to prescribe?
According to the notice of Beijing Administration of Traditional Chinese Medicine, blind medical massage practitioners who have obtained the Qualification Certificate for Blind Medical Massage Practitioners and have filed for the record can carry out blind medical massage practice activities in various medical institutions at all levels in this city. It is clear in the notice that if the health and family planning or Chinese medicine administrative department agrees to put on record, the name of the practicing institution, the words "Agree to put on record the blind medical massage personnel" and the start date shall be signed in the remarks column of the Qualification Certificate for Blind Medical Massage Personnel, and the official seal shall be affixed. The notice requires that medical massage personnel for the blind shall not carry out medical, preventive and health care activities other than massage (medical massage for the blind), shall not prescribe medicines, shall not issue medical diagnosis certificates, shall not sign medical certificates unrelated to medical massage for the blind, and shall not conceal, forge or destroy medical documents and related materials without authorization. There is no prescription right at any time.
