According to the Law on the Administration of Birth Medical Certificates and the Law on Maternal and Child Health Care, in order to effectively protect women's legitimate rights and interests, a newborn's birth certificate must be obtained by its mother. If the witness is not the mother of the newborn, the original valid identity documents of both parents and the witness shall be collected.
