I. Product scope and certificate applicant
These Rules are a supplement to the Detailed Rules for the Production License of Bee Products. On the basis of the original detailed rules, two reporting units have been added: bee pollen and bee products.
Bee pollen refers to the pollen cells collected from the stamens or microspores of angiosperms, which are dried, removed impurities, disinfected and sterilized to form granular substances (raw bee pollen). Bee products refer to the extracts and mixtures of honey, royal jelly (including freeze-dried royal jelly), bee pollen and propolis, or products with the basic characteristics of bee products made from honey, royal jelly (including freeze-dried royal jelly), bee pollen and propolis as the main raw materials, supplemented by other substances (such as food additives, nutritional fortifiers, plant extracts and other foods) through scientific processing.
The production license shall indicate the name and variety of the certified products, that is, bee products [honey, royal jelly (including freeze-dried royal jelly), bee pollen and bee products]. The repackaging enterprise shall also indicate the repackaging separately. The production license of bee products is valid for 3 years, and its product category number is 260 1.
Second, the basic production process and key control links
(1) Basic production process.
1. bee pollen.
Raw bee pollen-drying-impurity removal-disinfection and sterilization-wall breaking (as required)-packaging
Production process of sub-packaging enterprises: finished bee pollen-packaging
2. bee products.
Production process of sub-packaging enterprises: finished bee products-packaging
(2) Key control links.
1. Quality control of raw materials;
2. Hygienic control of filling (packaging) process;
3. bee pollen impurity removal and sterilization process control;
4. Quality control in the process of bee product preparation:
5. Control the use of food additives and nutritional fortifiers in bee products.
(3) Quality and safety problems that are easy to occur.
1. The moisture content of bee pollen does not meet the standard requirements;
2. Drug residues or heavy metals in the original propolis exceed the standard;
3. Excessive and out-of-range use of food additives and nutritional fortifiers in bee products;
4. The microbial indicators of bee products do not meet the standard requirements.
Third, the necessary production resources
(1) origin.
Bee products enterprises should have raw and auxiliary material warehouses, processing workshops, packaging workshops and finished product warehouses that are suitable for production capacity. The production workshop can meet the technological requirements. Factories and facilities must be arranged reasonably according to the process flow, which is convenient for sanitary management and cleaning.
1. The filling workshop should be relatively sealed, and the entrance should be equipped with personnel and articles purification facilities.
2. The floor and walls in the workshop can be cleaned and kept clean, and there are independent feeding rooms and filling rooms respectively.
3. The bee pollen crushing workshop should keep the air clean, and the splashed pollen should be effectively removed and isolated.
4. Propolis and bee pollen extraction workshops should have facilities for storing and controlling solvents.
5. Solid products such as capsules and tablets need to keep the environment dry, and the temperature and humidity should be strictly controlled.
(2) Necessary production equipment.
1. Bee pollen: drying facilities, screening equipment, disinfection and sterilization facilities, pollen wall breaking or extraction facilities (as required), filling equipment and packaging equipment.
Packing enterprises should have filling equipment and packaging equipment.
2. bee products.
Raw material pretreatment equipment (such as crushing equipment, filtering equipment, sterilization equipment, screening equipment, drying facilities, extraction facilities, impurity removal facilities, concentration facilities and other equipment and facilities that meet the process requirements), batching tanks, mixing facilities, molding equipment (such as granulating equipment, tabletting equipment, crushing equipment, drying equipment, etc.). ), filling equipment and packaging equipment.
The filter materials needed in the production of bee products should be selected without fiber shedding and meet the hygiene requirements, and asbestos is prohibited from being used as the filter materials. Crushing, tabletting and grading equipment should be made of materials that meet hygiene requirements.
Packing enterprises should have filling equipment and packaging equipment.
Fourth, product-related standards
GB 19330-2003 "products of geographical origin Raohe (northeast black bee), honey, royal jelly, propolis and bee pollen", GH/t10141999 "bee pollen", GB/kloc.
In principle, the enterprise standards for the implementation of bee products shall include all inspection items required by these rules. If there are special circumstances, the enterprise must explain the reasons at the time of application and be confirmed by the review team.
Five, the relevant requirements of raw and auxiliary materials
The raw and auxiliary materials and packaging materials of bee pollen and bee products produced by enterprises must conform to the provisions of corresponding national standards, industry standards and local standards, and shall not contain toxic substances from honey sources, powder sources and glue sources.
The raw and auxiliary materials used are products subject to production license management, and products produced by enterprises with production licenses must be selected.
Six, the necessary factory inspection equipment
Analytical balance (0. 1mg), balance (0. 1g), sterile room or clean workbench, microbial incubator, sterilizer, biological microscope, drying oven, pollen chart (applicable to bee pollen).
Seven, inspection items
The certification inspection, supervision inspection and ex-factory inspection of bee products shall be carried out according to the inspection items listed in the table. The leading products of various types and varieties are inspected twice a year for the ex-factory inspection items marked with "*".

Eight, sampling method
According to the product varieties declared by the enterprise, 1 variety is randomly selected from each certification unit in the enterprise finished product library for certification inspection. The sampled products must be the same batch of products within the warranty period. Sampling base: bee pollen and bee products shall not be less than 10kg. Sampling quantity: randomly sample bee pollen and bee products 1kg (not less than 8 minimum packages); The sample is divided into two parts, 1 for inspection and 1 for future reference.
If the manufacturer only produces large-package products, the verification team shall randomly take 4 samples not less than 1kg from the finished product warehouse.
After the sample is confirmed to be correct, it shall be signed and sealed by the sampling personnel of the verification team and the sampled unit, and the sample shall be sealed on the spot and stamped, signed by the sampling personnel, stamped by the sampling unit and the sampling date.
Nine. Other requirements
Packaging steel drums should meet the requirements of GH/T 10 15, and plastic packaging drums should meet the requirements of corresponding food packaging standards. Do not use galvanized barrels or packaging containers containing pesticides, fuel oil, edible oil or other chemical products.
