I. Entrusting Matters (Authority)
Including administrative licensing, administrative punishment, administrative payment, administrative fees, administrative enforcement, administrative supervision and inspection and other administrative law enforcement authority. Entrust matters must be clear and specific, and avoid generalities.
For example, matters entrusted by a municipal health bureau to a town health center (administration):

Two. Basis of authority of entrusting organ
Entrusted by the administrative law enforcement organ, the entrusting organ shall provide the basis of its authority; If the power of administrative punishment needs to be entrusted, it shall provide the basis of laws, regulations and rules.

Four. Jurisdiction of delegated authority
Can not exceed the administrative area under the jurisdiction of the entrusting organ.

Legal responsibility of intransitive verbs
1. The entrusting party shall be legally responsible for the consequences of the administrative law enforcement actions of the entrusted party within the scope of entrustment;
2, the entrusted party shall bear the legal consequences caused by the administrative law enforcement behavior beyond the authority.
Seven. This power of attorney shall come into effect after being signed and sealed by both parties.
