Notice on Issuing the Guidelines for Safety Assessment of Non-coal Mines

All provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps safety production supervision and management departments:

According to the relevant provisions of the Law of People's Republic of China (PRC) on Safety in Production, in order to strengthen the "three simultaneities" of safety facilities in new construction, reconstruction and expansion projects of non-coal mines (except oil and natural gas exploitation) and the safety production management of non-coal mines, standardize the safety evaluation behavior of non-coal mines and ensure the scientificity, fairness and seriousness of safety evaluation, the State Administration of Work Safety has compiled the Safety Evaluation Guide for Non-coal mines.

Guide for safety evaluation of non-coal mines

1. Subject content and scope of application

This guideline is formulated in accordance with the General Rules for Safety Evaluation, which stipulates the purpose, basic principles, contents, procedures and methods of safety pre-evaluation, safety acceptance evaluation and comprehensive evaluation of safety status for non-coal mine construction projects and non-coal mine enterprises (hereinafter referred to as non-coal mine safety evaluation). Guidelines for safety evaluation of oil and gas exploration industry shall be formulated separately.

2. The purpose and basic principles of safety assessment

The purpose of safety evaluation of non-coal mines is to implement the policy of "safety first, prevention first", improve the essential safety level and safety management level of non-coal mines, reduce and control the dangerous and harmful factors in construction projects and production of non-coal mines, reduce the production safety risks of non-coal mines, prevent accidents, and protect the property safety of construction units and non-coal mines and the health and life safety of personnel.

The basic principle of safety evaluation of non-coal mines is that safety evaluation institutions with national qualifications carry out safety evaluation scientifically, fairly, legally and independently.

3. Definition

3. 1 Non-coal mine

Mining metal mines, radioactive mines and used as petrochemical raw materials, building materials, auxiliary raw materials, refractories and other non-metallic minerals (except coal).

3.2 Non-coal mine construction project safety pre-evaluation

After the approval of the feasibility study report of the non-coal mine construction project, according to the entrustment of the construction unit and the contents of the feasibility study report of the construction project, qualitatively and quantitatively analyze and predict the types and degrees of various dangerous and harmful factors that may exist in the construction project, and put forward reasonable and feasible safety countermeasures and suggestions.

3.3 Non-coal mine construction project safety acceptance evaluation

After the non-coal mine construction project is completed and the trial production is running normally, through the investigation and analysis of the actual situation and management status of the facilities, equipment and devices of the non-coal mine construction project, the dangerous and harmful factors existing after the non-coal mine construction project is put into production are found out, the degree of danger is determined, and reasonable and feasible safety countermeasures and suggestions are put forward.

3.4 Comprehensive evaluation of safety status of non-coal mines

In the production and operation of non-coal mines, through the investigation and analysis of the actual situation and management status of their facilities, equipment and devices, the dangerous and harmful factors existing in the production process are qualitatively and quantitatively analyzed, the degree of danger is determined, the safety management status is objectively evaluated, and reasonable and feasible safety countermeasures and suggestions are put forward in view of the existing problems.

4. Non-coal mine safety evaluation content

The safety evaluation contents of non-coal mines generally include: the safety management of non-coal mines ensures the adaptability of mine safety production; Verify and check whether the conditions of mine shaft, underground mining, open-pit mining, lifting and transportation, ventilation and dust prevention, tailings pond, dump, explosive magazine, waterproof and drainage, fire prevention, filling, power supply, gas supply, communication, slope and other places, equipment and facilities meet the requirements of safety production laws, regulations and technical standards; Evaluate the risk of major hazard sources and harmful factors in mines; Put forward reasonable and feasible safety countermeasures and suggestions.

5. Non-coal mine safety evaluation procedures

Non-coal mine safety evaluation procedures generally include: preliminary preparation; Identification and analysis of dangerous and harmful factors; Dividing evaluation units; Select the evaluation method, and make qualitative and quantitative evaluation; Put forward safety countermeasures and suggestions; Make a safety evaluation conclusion; Prepare safety assessment report; Safety evaluation report review, etc.

5. 1 Prepare

Clear the evaluation object and scope, conduct on-site investigation, and collect relevant domestic and foreign laws and regulations, technical standards and non-coal mine data related to the evaluation object.

5.2 Identification and analysis of hazardous and harmful factors

According to the production characteristics, surrounding environment and hydrogeological conditions of non-coal mines, the dangerous and harmful factors in the production process are identified and analyzed.

5.3 Division of evaluation units

According to the needs of evaluation work, the units are divided according to the production process function, production equipment, relative spatial position of equipment, categories of hazardous and harmful factors and accident scope. The evaluation unit should be relatively independent and have obvious characteristic boundaries, which is convenient for the identification, analysis and risk evaluation of dangerous and harmful factors.

5.4 Qualitative and quantitative evaluation

Select a scientific, reasonable and applicable qualitative and quantitative evaluation method to make qualitative and quantitative evaluation on the dangerous and harmful factors that may lead to major accidents in non-coal mines, and give the causes, influencing factors and severity of major accidents in non-coal mines, so as to provide scientific basis for formulating safety countermeasures.

5.7 Prepare safety assessment report

The safety evaluation report of non-coal mines is a record of the safety evaluation process of non-coal mines. The safety evaluation process, safety evaluation methods adopted and safety evaluation results obtained shall be written into the safety evaluation report.

5.8 Review of Safety Assessment Report

The construction unit or non-coal mining enterprises will send the safety evaluation report to the expert review group for technical review, and the expert review group will put forward written review opinions. The evaluation institution shall revise and improve the safety evaluation report according to the evaluation opinions of the expert evaluation group.

E. 1 layout

Descriptions such as "legal representative of the evaluation institution, main personnel of the research group and reviewers" are generally arranged in two tables.
