The bid documents must be signed and sealed by the legal representative, otherwise the bid will be rejected. The bid evaluation committee will reject the following bids:

2. The bidding consortium failed to submit the same bidding agreement;

4. The same bidder submits two or more different bid documents or bid quotations, except that the tender documents require the submission of alternative bids;

5. The bid price is lower than the cost or higher than the highest bid price determined in the tender documents;

6, the bid documents did not respond to the substantive requirements and conditions of the tender documents;

7. The bidder has colluded in bidding, fraud, bribery and other illegal acts.
