After submitting the transfer application, the transferee can use it (although the Trademark Office has not approved the transfer application, but you have a contract, the Industrial and Commercial Bureau will not check you)

If it is an individual, both husband and wife need to go to the notary office for notarization. (Because the transfer of a trademark under an individual's name requires a signature and does not require a seal, the Trademark Office can only transfer it to the outside world in order to prove that the registrant is true, and it is afraid of forging a signature and transferring it by itself. )
