After the announcement of land acquisition, the county or municipal land and resources department should consult the village collective economic organizations (village committees) and villagers' opinions around the six main contents of the announcement. If the village committee or villagers put forward different opinions, the county-level or municipal land and resources department shall put them on record and start to coordinate and solve them. At the same time, they should also be informed of their right to apply for a hearing and organize a hearing according to law. After the completion of these procedures, the county or municipal land and resources department should also take the different opinions and related materials recorded in the hearing as the necessary materials for examination and approval. The field investigation procedure in the process of land expropriation is very important. In this link, the county-level or municipal land and resources departments, together with the land owners and users, conduct on-the-spot investigations on the four boundaries, land use, land area, types, quantities and specifications of the ground attachments of the expropriated land. The announcement of land acquisition shall be implemented by the county-level or municipal land and resources department, and the contents of the announcement include:

(6) Purpose of land requisition. The announcement shall be posted in the village where the expropriated land is located. After the announcement, villagers are not allowed to rush to plant crops and build buildings.
After the announcement of the land requisition compensation and resettlement scheme, if the villagers' committee, villagers or other right holders have different opinions on the scheme or request a hearing, they shall, within 10 working days from the date of the announcement, submit it to the county-level or municipal land and resources department, which shall carefully study it and hold a hearing if it is necessary.
Legal basis: Article 48 of the Land Management Law stipulates that after the land acquisition compensation and resettlement plan is determined, the relevant local people's government shall announce it and listen to the opinions of rural collective economic organizations and farmers whose land has been expropriated.
