What is the premise and foundation of building e-government in China at this stage? Seek an answer
With the economic globalization and the rapid development of the Internet, electronic information technology has increasingly penetrated into all aspects of social life, profoundly changing our working methods and lifestyles, and at the same time bringing a revolution to the traditional government management model. However, because e-government is a new thing, its technical rationality and technical requirements far exceed the reality of government management, which makes some problems in the process of e-government construction stand out. Therefore, it is urgent to face up to the problem and take corresponding countermeasures. I. the meaning of e-government and the significance of building e-government (I. the meaning of e-government e-government is a government activity with the help of electronic information technology Government affairs can be divided into broad sense and narrow sense. Among them, government affairs in a broad sense refers to all kinds of administrative activities, and government affairs in a narrow sense refers to the management and service activities of government departments. In order to facilitate the analysis, we will adopt the narrow concept of government affairs. According to the above-mentioned narrow definition of e-government, e-government mainly includes three components: first, electronic and networked office work within government departments; The second is to realize information sharing and real-time communication between government departments through computer networks; Third, government departments and the public conduct two-way information exchange through the network. A complete e-government system should be an organic combination of the above three systems. (B) the significance of building e-government 1. It can reduce office expenses and improve work efficiency. E-government can save costs and improve efficiency in many ways. As we all know, the government spends a lot of money on document printing every year. If these documents can be found on the internal website, then you don't have to spend too much money on paper, which can protect valuable forest resources. With the adoption of digital systems by the government, software will change the way the government works, thus saving costs. 2. It can provide services to the public more efficiently, which is conducive to the construction of a harmonious society. E-government promotes the working process of office automation, networking, electronization and information sharing in government departments, thus creating an electronic virtual organ that breaks the organizational boundaries of administrative organs by using information and communication technology, realizing communication between government organs and between the government and all walks of life through various electronic channels, and providing people with various personalized service options according to people's needs, forms that people can use, time and place that people require. E-government can accelerate the transformation of government functions, expand the channels of foreign exchange, close the relationship between the government and the people, and improve the efficiency of government work. This is conducive to the openness of government affairs, and the people can learn about government affairs in detail at any time, thus helping to reduce the corruption of the government and its officials, resolve contradictions and contribute to the construction of a harmonious society. 3. E-government is of great significance to realize the development strategy of "promoting industrialization and modernization with informationization". The government is usually the largest "enterprise" in a country. If you take the lead in using technology, you will automatically improve your own technical skills and promote the transfer of the whole country to the information market. The government can promote all companies that cooperate with it through administrative orders or providing incentives. Thereby promoting the informationization, industrialization and modernization of the whole society. 4. Improve the rationality of government decision-making and the quality of public policies. Government informatization can enable the government to make correct decisions, make rational and scientific judgments and take targeted and effective actions by using accurate and reliable information obtained and mastered in the fields of national politics, economy and social development, thus improving the level and quality of government decision-making and public policies. (1) There are still many misunderstandings in the development of e-government in China. One is to regard e-government only as the computerization of government departments, ignoring the development of software and the integration of government business processes, but using computer systems to imitate the traditional manual government processing model. In this way, the computer equipment of many government departments has become an advanced typing tool, or a decoration, and has not played its due role. The other is to simply equate e-government with government online, thinking that putting some government policies, regulations and rules on the internet will be all right, instead of organically combining traditional government tools with online services to provide all-round services. These are the results of only attaching importance to information means and ignoring the improvement of government business processes. (2) The basic information construction of e-government is backward, and the task of developing e-government is very urgent. At present, the reform in the field of telecommunications has not been put in place, and computers, cable TV and telecommunications have affected the pace of China's telecommunications infrastructure construction. The popularization rate of computer and telecommunication network facilities in local governments in China is not high, and the data communication facilities such as wireless Internet, digital TV and call center are basically in the initial stage, and the overall material and technical conditions are far from meeting the needs of building e-government. In the world's major economic and technological powers and some developing countries, e-government has developed very rapidly, government management and services have been initially electronic, e-government, e-commerce and home internet access have been closely combined, and the level of national economic informatization has been greatly improved, initially forming the embryonic form of the information society. However, China's e-government has just started, the theoretical and policy research of e-government is still blank, and its application is still in the exploratory stage of "crossing the river by feeling the stones". The development of different regions and departments is very uneven, and the gap with major information technology developed countries is still very large, so the task of developing e-government is very urgent. (3) Lack of unified planning and corresponding organization. The construction of e-government lacks unified planning and corresponding organization, clear development goals of e-government and corresponding development planning. At the same time, the "compartmentalized" management system is in serious conflict with the natural characteristics of e-government, such as unity, openness, interactivity and economies of scale. When developing e-government, local governments and departments at all levels often go their own way, adopt different standards, and the business content is monotonous and repetitive, resulting in new redundant construction and information islands. Huai, head of the overall group of e-government standardization and vice president of Beihang University, pointed out that standardization is an important means to support e-government. Wu Jinglian, a famous economist, also pointed out a few days ago that e-government must be coordinated with the political system reform and socialist democratic construction, otherwise even if more money is invested, it will only be a beautiful piece of fur, and such e-government will eventually become an information island. Throughout the world's major developed countries, e-government construction is regarded as an important strategy for government work and national informatization, and the corresponding government e-government planning has been formulated. (D) E-government legislation is seriously lagging behind. In order to promote the development of e-government, western developed countries have successively issued a series of legal provisions to promote the application of e-government. For example, the British government issued a white paper on government modernization, and the Canadian government issued a plan to update government services with new technologies. Countries have also set up corresponding organizations to lead, organize, coordinate and implement government e-government. For example, Britain set up an information center in the Cabinet Office, and the United States set up an information technology committee. Due to the late development of e-government in China, at present, only administrative organs have issued some restrictive administrative regulations on Internet management, but there are no relevant laws on how to promote electronic transactions, the use of electronic signatures, the legal effect of electronic payment and other issues, so that the transmission of official documents and notices is still the most authoritative means, which also restricts the development of e-government in China to some extent. Third, the path choice to solve the problem of e-government development in China (1) Change the concept and strengthen the awareness of information network. Government departments should set up a government network platform as soon as possible, open all information that can be disclosed to the society to the maximum extent, and guide government administration by modern means. To this end, government information offices at all levels should conscientiously perform their duties, coordinate the relations between all parties, and hire experts from technical departments and research institutes to form an expert advisory Committee on government informatization construction to standardize the construction. In addition, government civil servants, especially managers and leaders, should strengthen network awareness, not only regard e-government as "a new technical form", but also practice it as a brand-new government governance model, so that advanced technology can serve the modern government. (2) Accelerate infrastructure construction, absorb the successful experience of advanced countries, and provide reliable guarantee for the development of e-government. As far as China is concerned, the development of e-government needs not only the improvement of the informatization level of government officials, but also the cooperation of technology and hardware. Therefore, it is necessary to improve and perfect the construction of government private network and accelerate the construction of broadband and high-speed government network system; Plan and guide the construction of national backbone communication network and community broadband network, promote the development of wireless Internet access, digital TV, call center and other technologies and markets, accelerate the construction of "digital cities" and government affairs systems in various places, and further transform the government private network connecting governments at all levels and higher authorities. Realize the industrialized operation of the Internet and attract the private sector and non-governmental organizations to participate in the construction of e-government. On the premise of ensuring the security of government affairs, we can consider authorizing enterprises to participate in the preparation of important factors to ensure the real realization of e-government in a reasonable way. This can not only reduce the pressure on government departments, but also ensure the source of funds for the operation of government websites. Enterprises can also make profits through product development, technical consultation and service, and commercial secondary development of data. Governments at all levels should aim at developing e-government and realizing "e-government", reform government management mode and optimize business processes. Taking this opportunity, we fully realize that the construction of e-government is a fundamental change to the traditional government working mode, working methods and working means. At the same time, learn from the successful experience of mature countries in e-government, introduce and learn the latest research results of the international community. (3) Strengthen the unified planning and leadership of the government, pay attention to the integration of information resources, establish a leading body of e-government in the State Council, and lead and organize the construction of e-government at the central and local levels in a unified way, and adopt the principle of "overall planning and division of responsibilities"; Strengthen the government's guidance, supervision and other management work, formulate guiding national e-government construction plans and guidelines, and put forward corresponding standards and norms, so as not to cause information fragmentation; Pay attention to the integration of government information resources, break the monopoly and closure of information by government departments at all levels, incorporate some e-government projects to be started into national planning, gradually transition to unified standards and norms for e-government projects that have been put into use and are under construction, and build a unified public information platform. (D) The establishment of e-government legal system and legal environment as the cornerstone of e-government, e-government legislation is imperative. Judging from the current situation of e-government legislation in China, there is no overall legislation of e-government at present. However, under the condition of socialist market economy, law enforcement must be based on laws, and the lag or imperfection of legislation will seriously affect and restrict the construction and implementation of e-government. Therefore, the overall legislation of e-government is indispensable. At present, it is necessary to speed up the formulation of laws and regulations related to e-government construction. The problems to be solved include electronic document law, electronic signature law, electronic copyright law, data protection law, electronic identity law, information resource management, transmission and exchange regulations, etc. At present, it is imperative to speed up the research and formulation of legislation and regulations related to electronic signatures. In addition, due to the close relationship between e-government and the Internet, the existing laws and regulations are not perfect enough. With the rapid development of the Internet, criminal activities using the Internet are rampant recently, which will inevitably affect the normal development of e-government. At present, China's punishment for computer crimes is still scattered in Criminal Law, Civil Law and Conditions for Security Protection of Computer Information System in People's Republic of China (PRC). They are not systematic and comprehensive, and they are also difficult to operate. In order to better crack down on computer crimes and protect network security, it is necessary for our country to formulate a special law-network criminal law, aiming at providing the necessary legal basis for cracking down on computer crimes and providing a good legal environment for the benign development of e-government. Four. Conclusion At present, China's administrative system reform has entered a critical stage, and accelerating the construction of e-government will undoubtedly become a sharp weapon for it to destroy the city and pull out the village. However, the construction of e-government in China has just started and there is still a long way to go. Due to the limited space and the author's limited ability and knowledge, I can only discuss the following issues in general. As for the deeper problems and opinions, more scholars and experts are needed to discuss them. (Author: Chen Qingkui Peng Yu editor
