In order to strengthen the management of all kinds of seals, standardize the use of seals, ensure the effective development of our daily work and administrative law enforcement, and establish a good image of law enforcement agencies, this system is formulated in accordance with relevant regulations.
I. Types of seals
(a) the seal of the unit:

5. Seal of social organization.
6. Seal of the deliberation and coordination body.
(2) Personal seal of the bureau leader: a seal engraved with the name of the bureau leader.
Second, seal engraving
(a) the engraving of the seal shall be handled by the office of the bureau in a unified way, and a special register shall be set up. No department or individual is allowed to engrave and replace seals by himself.
(2) The engraving of the seal of a public institution established with the approval of the higher authorities shall be put forward by the printing unit in writing, and the contents, specifications and styles of the seal shall be determined according to the relevant provisions of the seal, and the engraving shall be made after the approval of the bureau leaders.
(three) to change the seal, the relevant units shall apply for engraving after the approval of the bureau leaders.
(4) If the lost seal is reissued, the office shall issue a certificate of re-engraving the seal, attach a newspaper declaring that the seal is invalid, and go through the formalities of re-engraving the seal at the original examination and approval authority.
(five) the office shall engrave the seal at the engraving unit designated by the public security department with the approval document of engraving.

(1) Strictly use the seal approval system. There is no need to register except for a letter of introduction with a stub and a seal issued by the bureau leader. The seal of other matters shall be reviewed and signed by the person in charge of the department, and sent to the bureau leaders or relevant departments for approval and issuance before the official seal can be affixed to the office.
1. The use of the seal of this bureau shall be approved by the bureau leader or office director according to the authorization. The business license, statements, documents and punishment decisions of the Bureau shall be printed, and the person in charge of the seal shall review and sign the leadership before printing directly. If it is really necessary to affix a blank seal or handle official documents due to work, it shall be implemented in accordance with the following requirements:
1. Designate a special person to be responsible for this management, and perform the examination and approval procedures when filling in and issuing.
2, must have the approval of the leaders in charge.
3, need to have a specific format to indicate the purpose, in addition to this purpose, can not be used for other purposes.
(three) the unit seal is printed in red ink, and the case seal is printed in blue ink. When printing, the word group should be correct, the graphics should be clear, and the printing should be carried out in strict accordance with the method of stamping. The signature must be consistent with the seal. If it is a seal, it should be marked "(seal)".
(four) the right to print refused to the following circumstances:
1, the approval form has not been reviewed by department heads, bureau heads or relevant department heads authorized for approval.
2. The content of the seal does not belong to the scope of use of the seal.
3. Stamp the blank letter of introduction or blank bill.
4. The seal handler is not an employee of the unit, but a temporary worker or a foreigner hired.
(five) in addition to the office of the bureau, the seals of other departments are not allowed to be used for external contact to handle administrative and transactional official duties, and special seals should be affixed.
(six) if it is necessary to affix the seal of the bureau, it must be signed by the leaders in charge of the bureau and handled by the agent in the office of the bureau.
Six, seal management
(a) the seal should be managed by a special person and properly kept. When going out due to special circumstances, the seal manager must hand over the seal to the office leader or the person designated by the leader for temporary storage and use, and complete the handover procedures. The temporary custodian shall perform the duties of seal administrator.
(two) the office has the right to supervise the use of seals.
1, no one may use the power in charge of the seal for personal gain.
2. When using the seal, we should adhere to the principle, strictly implement the seal management system, and use the seal according to the procedure.
3, the office regularly check the use of seals of various departments and related units.
4. Safety precautions should be taken for storage to prevent loss and theft. If the seal is lost, it shall immediately report to the bureau leaders and public security departments, and notify the relevant units in the form of newspapers or letters, stating that any documents stamped with the lost seal during the loss period are invalid.
Seven. Destruction of seals
(a) due to institutional changes, the office should promptly recover the original seal and handle the handover procedures.
(two) the seal needs to be re-engraved because of wear and tear, and the certificate issued by the office can only be replaced after the approval of the director and the return of the damaged seal.
(three) office unified seal to stop using or approved by the bureau leaders, destroyed by more than two people, and do a good job of filing and registration.
Eight, for the loss, unauthorized engraving and use of the personal seal of the unit or bureau leader, give criticism and education to the relevant personnel or informed criticism, if the circumstances are serious, the responsibility of the responsible person and the party concerned shall be investigated.
