Article 2: These measures apply to the inspection work of civil servants employed by agencies at all levels below the first-level director level and other equivalent ranks.

Article 3: The recruitment and inspection of civil servants adheres to the principle of the party’s management of cadres, highlights political standards, adheres to seeking truth from facts, fairness and decency, adheres to both ability and political integrity, puts morality first, and adheres to the principle of suitable personnel for positions and appropriate personnel. Article 4: The civil service departments at or above the provincial level are responsible for the management, guidance and supervision of civil servant recruitment and inspection work.

Recruitment agencies at or above the provincial level (including deputy provincial level) are responsible for the recruitment and inspection of civil servants in their own agencies and directly affiliated agencies in accordance with the requirements of the civil service authorities. The organization and implementation of civil servant recruitment inspections by recruitment agencies below the municipal (prefecture) level shall be carried out in accordance with the regulations of the provincial civil servants administrative department.

Article 5: The unit (school) where the candidate is being inspected and relevant units should cooperate with the inspection work and provide relevant information objectively and truthfully.

Recruitment agencies at or above the provincial level (including deputy provincial level) can determine the candidates for inspection. Recruitment agencies below the city (prefecture) level generally determine the candidates for inspection in equal amounts. With the consent of the civil servants department at or above the provincial level, they may also determine the candidates for inspection based on the difference. The ratio of the number of people to be examined for the difference to the number of people to be hired is generally not higher than 2:1.
