Article 38 of the Provisions on the Application and Use of Motor Vehicle Driving License stipulates that:
Personnel engaged in the examination work shall hold the examiner's certificate issued by the traffic management department of the provincial public security organ.
The examination report of each subject shall be signed by the applicant and the examiner. Unsigned motor vehicle driver's license shall not be issued.
