An on-site inventory of temporarily detained items should be carried out, a "Notification of Temporarily Detained Items" should be produced, signed by the parties concerned and law enforcement officers, and one of the copies should be handed over to the party concerned.

If it is really difficult to conduct an on-site inventory during actions such as rectifying clusters of random stalls and joint law enforcement, law enforcement officers should bag and seal the temporarily detained items according to different parties, and write on the seal the temporary detention The location and time shall be confirmed by the parties’ signatures on the seal. At the same time, the parties are informed to go to the designated place to take inventory and prepare a "Notification of Temporarily Detained Items"

If the party refuses to sign, the signature can be witnessed by others or the evidence can be obtained by taking a video.

If the party concerned leaves the scene, the law enforcement officers shall bag and seal the items left behind, indicate the temporary detention location and time on the seal, and have the seals signed by the law enforcement officers.
