(3) Further give play to the binding role of the "Village Regulations and Civil Agreements". Each village and neighborhood committee must improve village rules and regulations and submit them to farmers for discussion and approval. The village rules and regulations should clearly define the environmental sanitation code of conduct for farmers, clarify the "three guarantees" responsibilities and reward and punishment measures, and effectively implement them, and there must be records of rewards and punishments.
The Three Guarantees Responsibility Letter must be made in duplicate. The farmer will keep one copy and the village will keep one copy after the farmer signs it.
(4) Further give play to the exemplary and leading role of village cadres and party members. All villages and neighborhood committees must comprehensively carry out environmental sanitation activities led by village cadres and party members. In addition to taking the lead in demonstrating environmental sanitation, village cadres and party members at home must also supervise and guide more than five farmer households to improve environmental sanitation in their courtyards and responsible fields.
It is necessary to organize and carry out activities to select and create environmental sanitation party member demonstration households, and use party member demonstration households to drive all farmers to further improve environmental sanitation awareness and improve household environmental sanitation.
(5) Further promote the role of regular inspections and evaluations. Each village and neighborhood committee must organize once a month to evaluate the environmental sanitation between groups, among village cadres, party members, and among farmers.
The results of the selection among villager groups and among village group cadres and party members must be announced on the village radio and village bulletin board. In addition to the results of the competition between farmers being announced on the public notice board of the group, the best and worst farmers in each group are also announced on the village radio and the village public notice board, and rewards for the superior and punishment for the inferior are implemented in accordance with village regulations and civil agreements.
(6) Further give full play to the administrative promotion role of town and village cadres. Implement the system of appointing town-run cadres to villages, village cadres to appoint groups and road sections, and implement listing management. The main responsibilities of town and village cadres are: supervise the performance of cleaning staff, urge and guide farmers to implement the "three guarantees" responsibilities for environmental sanitation, organize health evaluations, and implement rewards and penalties in accordance with village regulations and civil agreements.
(7) Further give full play to the supervision and guidance role of cleaning staff. The cleaning staff must insist on cleaning every day or every other day. In addition to doing a good job in garbage collection and disposal in the responsible area and daily cleaning of public areas such as main roads and ditches, we must also proactively educate the public on environmental sanitation knowledge and the correct use of garbage pools, and supervise the courtyards of farmers in the responsible area.
