The electronic certificate of resident ID card is constructed, managed and provided by the Provincial Public Security Department and the Provincial Bureau of Big Data by using digital signature, security algorithm and other technical means in accordance with national standards, and has the functions of identity verification, file calling and certificate verification. The electronic certificate of resident identity card and the entity resident identity card are issued, changed and cancelled simultaneously, which have the same legal effect.
In order to meet the needs of special groups such as the elderly, while promoting the application of e-cert, all localities keep the necessary service mode of entity certificate of resident ID card. If laws and regulations have special requirements on the presentation and use of licenses, the relevant provisions shall prevail.
