The Law of the People's Republic of China on Resident Identity Cards has been implemented since June 5438+ 10/day, 2004. In order to conscientiously implement this law and ensure the smooth implementation of the national renewal of the second-generation resident identity cards, with the consent of the State Council, the Ministry of Public Security decided to gradually renew the second-generation resident identity cards nationwide from June 5438+10. The renewal of the second-generation resident ID card is an important decision made by the CPC Central Committee and the State Council to improve the modernization level of China's population management and promote China's information construction. It is of great significance for safeguarding citizens' legitimate rights and interests, facilitating citizens' social activities, strengthening population management, maintaining social order and promoting the construction of socialist material civilization, political civilization and spiritual civilization. Doing a good job in renewing the second-generation resident identity card is a concrete manifestation of the public security organs' implementation of Theory of Three Represents Theory and adherence to law enforcement for the people. Local public security organs must attach great importance to it, put this work on an important work agenda in the spirit of being highly responsible to the party, the country and the people, earnestly organize its implementation, and earnestly grasp it.
1. Why should I get a second-generation ID card?
First of all, the first-generation resident ID cards, which have been used for many years, have low technology content, complex technology, long production cycle, poor production quality and anti-counterfeiting performance, and are easy to be forged and altered, which leads to the increasingly prominent problem of using fake ID cards and using other people's ID cards to commit crimes, which directly endangers social security and economic order and is not conducive to protecting citizens' legitimate rights and interests. Secondly, the first-generation resident ID card belongs to the traditional visual reading card and can only be verified by intuitive vision. It is difficult to distinguish the authenticity of documents and the identity of people and documents, which leads to the lag of inspection and verification methods, which is not conducive to document management and various social management, and seriously restricts the social application of resident identity cards as legal documents. Thirdly, as the legal carrier of national legal documents and citizenship numbers, resident identity cards have been widely used in social management and social life. We should adapt to the development trend of national modernization and information construction as soon as possible, and further adopt mature new technologies to make documents have the functions of machine-readable inspection and computer networking query. Therefore, after years of research and technical demonstration, the Ministry of Public Security organized the development of the second-generation resident identity card, which was approved by the State Council and deliberated and passed by the National People's Congress Standing Committee (NPCSC), and decided to renew the second-generation resident identity card nationwide.
2. What is a second-generation ID card?
The second-generation resident identity card is a single-page card-type certificate composed of multi-layer polyester materials, which is made by non-contact IC card technology. The size of the certificate is designed to be 85.6 mm× 54.0 mm×1.0 mm. On the front (name surface) of the certificate, there are two registration items, namely, the issuing authority and the expiration date, and on the back, there are seven registration items, namely, name, gender, nationality, date of birth, address of permanent residence, citizenship number and my photo. The color of the certificate is light blue to light pink and then light blue from left to right, which is fresh, elegant and simple.
3. Compared with the first-generation ID card, what are the new technical features of the second-generation ID card? What anti-counterfeiting measures have been taken?
The first generation of resident identity cards were sealed with polyester film and single-page cards, and formed by printing and photo reprinting technology (chemical photosensitive method). The main materials for making cards are special certificate paper and anti-counterfeiting perspective holographic film. Certificates only have visual function, but not machine-readable function, and their quality, security and anti-counterfeiting performance are also poor. Many new technologies have been adopted in the second-generation resident ID card, which greatly improves the quality, security and anti-counterfeiting performance of the certificate. First, the certificate is made by contactless IC card technology, and the chip is used as machine-readable memory. The storage capacity of the chip is large, and the written information can be stored in different areas in different security levels, and can be authorized to read and write according to the management needs, and the changed information (such as address change) can be additionally written; The chip adopts a specific logical encryption algorithm, which is beneficial to the security management in the issuance and use of certificates and enhances the anti-counterfeiting function; A chip and a circuit coil are encapsulated in the certificate card, which can ensure the normal use of the certificate in various environments and has a long service life; It has the advantages of fast reading and writing speed, convenient use, easy storage and convenient use of computer network by various license departments. Secondly, the collection and transmission of certificate information adopts digital photography and computer technology, which can shorten the period of certificate making. Third, the use of computer monitoring in certification and production management can strengthen internal management and improve work efficiency. Fourth, database technology and network technology are adopted for the storage and query of certificate information, which can not only realize nationwide online quick query and identity identification, but also realize network mutual check between public security organs and administrative departments, effectively utilize population resources, realize information sharing and strengthen social management.
The anti-counterfeiting technologies used in the second generation of resident ID cards mainly include: First, digital anti-counterfeiting measures are adopted in the ID card chip for anti-counterfeiting of machine-readable information. After the holder's photo image and registration items are digitized, they are encrypted by cryptographic technology and stored in a machine-readable chip. The machine-readable chip and the reader also adopt a key algorithm that can identify each other, which can complete the mutual authentication between the certificate and the machine-readable information and the security confirmation of the information read by the machine-readable opportunity of the certificate. By combining cryptographic technology with the digital identity information of every certified citizen, it can effectively prevent forgery of certificates or machine-readable information. Second, the document surface adopts directional photochromic anti-counterfeiting film and printing anti-counterfeiting technology.
4. How long does it take to renew the second-generation ID card nationwide? What's the plan?
With the consent of the State Council, the overall goal of the national renewal of the second-generation resident identity cards is to basically complete the renewal of citizens aged 16 in about five years from June 2004. In 2004, some cities were selected to carry out pilot projects, and areas with conditions started issuing licenses one after another, and the preparation for issuing licenses in other areas was completed before the end of the year; In 2005, all localities started the centralized renewal of certificates and stopped issuing the first-generation resident identity cards; By the end of 2008, the national centralized certification exchange was basically completed.
According to the principle of active and steady, pilot first and then push away, the Ministry of Public Security decided to carry out pilot projects in the first half of 2004. The first batch of pilot projects were carried out in Shanghai, Huzhou City, Zhejiang Province and Shenzhen City, Guangdong Province, and the second batch was carried out in Beijing, Tianjin, Hangzhou City, Zhejiang Province and other cities. Our city has been designated as a pilot city for the renewal of the second-generation ID card in the autonomous region, and now it is conducting household registration verification, and the second-generation ID card will be renewed in September.
5. How do citizens apply for the second-generation ID card?
Due to the large number, high quality requirements and tight time for the renewal of the second-generation resident ID card, local public security organs will make specific arrangements for the time and steps for the convenience of the masses and the orderly implementation of the accreditation work. After receiving the notice, the citizen himself should apply, renew or reissue it at the designated place within the prescribed time limit. If it is difficult for people who have been out for a long time to apply for a permit within the specified time, they can make an appointment with the public security organ where the permanent residence is located in advance by themselves or their relatives and friends, and contact to determine the specific time for applying for a permit. When you go to apply for a permit, you should bring your household registration book, two color photos of yourself (you can also collect photos on the spot) and the original first-generation resident ID card. When going through the formalities, it is necessary to fill in the registration form for applying for resident identity cards, assist the staff to accurately check the registration items of identity cards, and pay the accreditation fee. When citizens receive the second-generation resident identity card, they should carefully check whether the information items of visual inspection and machine-readable documents are accurate and consistent with their own information, sign for confirmation, and return the old card at the same time. Due to staff mistakes, it is found that the quality of the certificate does not meet the standard or the items published in the certificate are wrong, and the public security organ shall re-make it free of charge.
6. How long does it take for the public security organ to handle the second-generation resident identity card?
According to the law, the public security organ shall issue resident identity cards within 60 days from the date when citizens submit the registration form of resident identity cards. In areas with inconvenient transportation, the processing time may be appropriately extended, but the extension time shall not exceed thirty days.
7. What are the photo requirements for the second-generation ID card?
The second-generation ID card adopts the recent color photo image of the citizen himself. In order to ensure the unity of photo quality and face size, angle, posture and color, the Ministry of Public Security has formulated and issued the Technical Standard for Making Digital Photos with Resident Identity Cards. The photos used must be recent bareheaded and have no standard clothes. Residents who often wear glasses should wear glasses, with their heads accounting for 2/3 of the photo size, white background without borders, clear portraits, rich levels, natural expressions and no obvious distortion. The photo size is 32 mm× 26 mm In order to facilitate residents to take photos and do a good job in personal information collection, there are two ways to take photos: first, citizens can take photos in photo studios, provide color photos that meet the standards when applying for permits, and the holder can obtain image information through computer scanning; Second, citizens go to the registration point to take photos with digital cameras and directly collect image information that meets the standards.
8. Can compatriots from Hong Kong, Macao and Taiwan, overseas Chinese, foreigners and stateless persons who have joined or resumed China nationality apply for second-generation resident identity cards?
Compatriots from Hongkong, Macao and Taiwan Province who have settled in the Mainland, overseas Chinese who have returned to settle in China, foreigners and stateless persons who have settled in People's Republic of China (PRC) and have been approved to join or restore People's Republic of China (PRC) nationality shall apply for the second-generation resident identity card when registering their permanent residence.
9. Under what circumstances do citizens need to apply for a new card or get a new one?
If the resident identity card expires, the citizen's name changes or the certificate is seriously damaged and unrecognizable, it shall apply for a new card; If there are errors in the registration of resident identity cards, the public security organ shall promptly correct them and issue a new card; When you get a new card, you must return the original card. If a resident identity card is lost, it shall apply for a replacement.
10. What is the charging standard for the second-generation ID card?
With the approval of the National Development and Reform Commission and the Ministry of Finance, residents apply for and renew their second-generation resident identity cards, and each card will be charged 20 yuan fee. If residents lose or damage their second-generation resident identity cards, each card will be charged 40 yuan fee. The charging standard for handling temporary resident identity cards is 10 yuan per card. The cost of the resident identity card collected by the public security organ shall be turned over to the state treasury in full.
Xi. The first-generation resident ID card that citizens have received has not expired. Can they continue to use it?
According to the provisions of the Law of the People's Republic of China on Resident Identity Cards, resident identity cards obtained in accordance with the Regulations of the People's Republic of China on Resident Identity Cards (that is, the first-generation resident identity cards) shall remain valid within the validity period until they are renewed in accordance with this Law. That is to say, in places where the renewal of the second-generation resident identity card has not been carried out, or where citizens themselves have not applied for the second-generation resident identity card, the first-generation resident identity card they hold is still within the validity period and can continue to be used. The time for the abolition of the first-generation resident identity cards shall be stipulated separately.
Twelve, citizens temporarily unable to obtain a second-generation ID card, can apply for a first-generation ID card?
Due to China's large population, the number of second-generation resident ID cards is huge, and the task is very heavy. The certification work in various places must be implemented in stages. Therefore, for some citizens who need to apply for, renew or reissue their certificates and are temporarily unable to receive the second-generation resident identity cards, the public security organs (referring to those who have not yet started to renew the second-generation resident identity cards) can issue the first-generation resident identity cards to them.
Thirteen, why do you want to audit?
The main items of the second-generation ID card are name, gender, date of birth, nationality, citizenship number, address and photo, because these seven items are the main contents of household registration. In recent years, due to changes in some household registration items, they have not been changed in time at the household registration administration, resulting in their household registration items being inconsistent with my actual situation. In order to ensure the accuracy of the resident ID card items, it is necessary to check each citizen's household registration items one by one to ensure that each citizen's second-generation card registration items are accurate and comprehensive.
