Due to the different types of meeting minutes, the requirements for format and seal are also different. From the point of view of whether or not to stamp, meeting minutes can be divided into two types: meeting minutes without stamp and meeting minutes that must be stamped.
1. Meeting minutes that must be sealed. The meeting minutes that must be sealed refer to the "document" meeting minutes. The logo (prefix) of the issuing authority of the minutes of this meeting has the word "document", and the minutes of this meeting must be sealed, and the logo format is the same as that of the official document.
2. No stamped meeting minutes. Meeting minutes that don't need to be stamped are generally titled "XXXXX Meeting Minutes" without the word "document", because the format of such minutes is very similar to that of popular briefings, which is also called briefing minutes. This kind of meeting minutes, there is no main sending organ before the text, and the written date is not behind the text, so it is actually impossible to stamp.
(two) the order (order) and the motion are not stamped with the official seal. A common feature of orders (decrees) and bills is that they must be signed or sealed by leaders, but they do not have official seals. "Order" shall be signed by the person in charge of the organ, signed by the signing organ on behalf of the author of the document or stamped with the signature seal to confirm the validity of the document, and the signed document shall be released to the outside world without the seal of the organ. Similarly, the "motion" put forward by state administrative organs at all levels to the state power organs at the same level shall be signed by the leaders of the organs (or stamped with the signature seal of the leaders), and shall not be stamped with the seal of the administrative organs.
(three) the resolution documents adopted by the statutory meeting are not sealed. "Resolution" is the stipulated language of Party committees and organs, and it is a typical meeting document. It can only be formed by voting at a statutory meeting in accordance with legal procedures, and there is no way to stamp it. Resolutions adopted by Party congresses, people's congresses, workers' congresses, league congresses, shareholders' meetings, etc. Can't be sealed, so they are not sealed. It is precisely because it is impossible to stamp, so the date written is generally changed from the text to the brackets under the title.
(four) there are two situations whether the "decision" is stamped. If it is a "decision" voted at a statutory meeting, it cannot be stamped; If it is a "decision" formed from other channels (for example, it is made and released directly by leading organs at all levels), it should of course be stamped.
(five) jointly submitted documents shall not be sealed by the co organizer. In document processing, joint publishing is common. In the process of organizing joint documents, the roles of the organizer and the co-organizer are different, and the requirements for stamping are also different. Joint document, stamped by the issuing authority; The official documents submitted jointly may be sealed by the organizer, and the co-organizer does not need to be sealed.
(six) the official documents issued by the party organs at or above the prefecture level shall not be stamped.
