It should be noted that it is absolutely wrong to tear off the valid visa page in the old passport and use it with the new passport. The old passport with the visa page must not be damaged or destroyed, otherwise the holder cannot leave the country.
Second, the visa processing procedures
To apply for a foreign visa, whether China people apply for a foreign visa or foreigners apply for visas from other countries, no matter which way they apply, whether they entrust or directly handle it themselves, they generally need to go through the following procedures:
(1) Submit a valid passport.
(2) Submit various documents related to the application, such as my birth certificate, marital status certificate, education certificate, work experience certificate, etc.
(3) Fill in and submit the visa application form. Different visas have different forms. Most of them should be filled out in foreign languages and photos should be provided at the same time.
(4) Meeting with officials of the Embassy and Consulate of China in that country. Some countries stipulate that all immigrant applicants must be interviewed before making a decision; Some countries also require interviews to apply for non-immigrant visas.
(5) The embassy or consulate shall submit the completed visa application form and necessary supporting materials to the domestic competent authorities for examination and approval. (6) After going to the competent department of the country for necessary examination and approval, notify the embassy or consulate in the country of the examination and approval opinions. (7) Pay visa fees. Generally speaking, when submitting a visa application, you must pay the fee first. In some countries, the fee is charged only after the visa application is successful. Generally speaking, immigrant visa fees are slightly higher and non-immigrant visa fees are slightly lower. There are also some countries and regions that are visa-free.
To sum up, we can clearly know that some countries are not allowed to change visas, so we should use the old and new passports together, and some can change visas if they can't be used together. And some can transfer money electronically, and some need to go through relevant procedures.

Article 12 When applying for visa extension, renewal, replacement and application for stay certificate, foreigners shall fill in the application form and submit their passports or other international travel documents, as well as photos that meet the requirements and materials related to the reasons for application.
Article 13 If a foreigner's application for visa extension, renewal, replacement and application for stay documents meet the acceptance conditions, the exit-entry administration department of the public security organ shall issue an acceptance receipt with a validity period of no more than 7 days, and make a decision on whether to issue it within the validity period of the acceptance receipt.
Article 17 When applying for extension, renewal or replacement of residence certificates, foreigners shall fill in an application form and submit passports or other international travel documents, as well as photos that meet the requirements and materials related to the reasons for application.
Article 18 If a foreigner applies for a residence certificate or its extension, renewal or replacement meets the acceptance conditions, the exit-entry administration department of the public security organ shall issue an acceptance receipt with the validity period not exceeding 15 days, and make a decision on whether to issue it within the validity period of the acceptance receipt. If the procedures or materials for foreigners to apply for residence certificates or apply for extension, renewal or replacement of residence certificates are not in conformity with the provisions, the exit-entry administration department of the public security organ shall inform the applicant of the procedures to be performed and the application materials to be supplemented at one time. The passport or other international travel documents held by the applicant can legally reside in China with the receipt of acceptance during the period of being detained for handling the documents.
