1. Documents that require double authentication must be made into foreign-related notarial certificates.
2. Then take the original notary certificate and other materials for double authentication. (Each country has different requirements)
3. Since the Ministry of Foreign Affairs does not accept individuals for authentication, dual authentication must be handled through an agency.
4. Submit the notarial certificate to the Certification Office of the Ministry of Foreign Affairs through the agency; the agency will review and submit it to the Certification Office of the Ministry of Foreign Affairs, and the Ministry of Foreign Affairs will review and authenticate it.
5. The notarial certificate certified by the Ministry of Foreign Affairs is submitted to the x Embassy in China for certification; the x Embassy in China will review and authenticate it.
6. The Ministry of Foreign Affairs will retrieve the original notarial certificate certified by the embassy.
7. The agent will retrieve the original double authentication document certified by the Ministry of Foreign Affairs.
8. The dual authentication process is completed.
2. Materials and regulations required for dual certification
Because the requirements of each country are different, the materials required for dual certification in each country are not uniform.
Because the jurisdictions are divided into different provinces and cities, the notarial certificates issued must be sent to the jurisdiction for processing.
3. Dual certification fees
1. The charging standard is based on the 1992 Notice of the State Price Bureau and the Ministry of Finance on the Release of Administrative Charging Items and Standards of the Ministry of Foreign Affairs (Price and Fees [1992] No. 198), and the 1999 State Planning Commission and the Ministry of Finance's "Notice on Adjusting Passport, Authentication and Visa, Authentication Agency Fee Standards and Related Issues" (No. 466 [1999]).
2. The above is the charging standard for each notarized content. If a notarial certificate has multiple contents, the fee will be doubled based on the number of contents.
3. When foreigners apply for Chinese consular authentication, they are charged according to the reciprocal principle.
4. Dual Authentication Certificate Issuance Time
Because the requirements of each country are different, the certificate issuance time is also different.
The Ministry of Foreign Affairs certifies 5 tasks; the certification time of various embassies in China is not uniform.
The countries with the fastest dual authentication can issue certificates in more than a week, while the countries with the slowest dual authentication may take several months to issue certificates.
5. Example of Korean dual authentication regulations:
1. One copy is required, and a copy fee of 1 yuan will be charged.
2. Documents issued by Jiangsu, Zhejiang, Shanghai and Anhui will be sent to the Consulate General in Shanghai for authentication.
3. Documents issued in Heilongjiang, Jilin, and Liaoning regions must be sent to the Consulate General in Shenyang for authentication.
4. Documents issued in Shandong Province shall be sent to the Consulate General in Qingdao for certification.
5. Documents issued by Henan, Hunan, Hubei and Jiangxi regions shall be sent to the Consulate General in Wuhan for authentication.
6. The notarized certificates for marriage certification of Korean citizens and application for "National Pension" need to be sent to the embassy by the parties concerned.
7. When applying for a visa, the criminal record certificate only needs to be certified by the Ministry of Foreign Affairs.

Commercial certification: certificate of origin, invoice, power of attorney, letter of authorization, commercial certificate, unit professional certificate, price list, commodity inspection certificate, contract, customs declaration form, packing list, business license, inspection and quarantine Certificate, export registration form, slaughter certificate, production certificate, product certificate, agency agreement and shareholder agreement, etc.
