In recent years, with the development of scientific research and production in Zhongyuan Oilfield, the amount of geological archive data formed has increased more than ever before. In actual work, we found that there are some new problems in the geological archives that need to be archived by various units, whether electronic or paper: the preparation standards are not uniform; electronic and paper do not correspond; data printing is not standardized; staff Not serious enough to wait. In response to these new problems, our archives office has actively explored and boldly practiced in the process of archiving and controlling geological archives. Through close cooperation with the Exploration and Development Research Institute, various oil production plants and companies in various industries, we have implemented "two controls" A front-end control system for archiving geological archives based on “one improvement and one assessment”. That is: source control, receiving control, improvement of archives awareness, and incorporating archiving work into the target assessment system.
1 The front-end of geological archive data archiving implements "two controls"
1.1 Source control
When archiving, it was discovered that the printing standards used by various departments of the Exploration and Development Research Institute for archiving Not unified: there are both old ones (such as 2002) and new ones (such as 2008); there are both those from the Ministry of Land and Resources (such as reserve reports) and those of Zhongyuan Oilfield Branch (such as production projects), etc. In response to this situation, our specific measures are:
First, unify standards and incorporate the "Requirements for Preparation of Geological Achievements Reports for Oil and Gas Exploration and Development" that have been implemented since April 1, 2008 in the corporate standards of Sinopec Group Corporation. , "Detailed Rules for Computer Description of Geological Data of Oil and Gas Results", "Rules for Filing Geological Data of Petroleum and Natural Gas Exploration and Development" and other specific standards are published in a conspicuous position on the homepage of the website of the Institute of Exploration and Development, so that everyone can see and follow the requirements File promptly.
The second is to actively negotiate with the leaders of the scientific research management department of the Exploration and Development Research Institute to strengthen their emphasis on the archiving of core geological archives, and to formulate corresponding archival assessment reward and punishment systems for each department. Efforts should be made to improve the standardization and normalization level of the oilfield core archives compilation and cataloging, and ensure that the oilfield core archives resources are complete and complete in terms of carriers and categories.
1.2 Reception control
1.2.1 Paper printing control
When archiving, it was found that the printing of individual geological archives was not standardized. For example, some report covers Coated paper is used, and some illustrations and tables have unequal layouts, which causes great inconvenience to us in stamping, numbering, and other tasks. Therefore, we must strictly control the paper medium. Specifically, meet the following requirements: ① The cover should be printed on leather grain paper of more than 150g. ②Text reports and attachments should be printed on A4 format paper of more than 70g, double-sided regular offset printing or laser printer. ③Colored text and pictures must be printed in color, with clear printing and firm inking. ④Bind with thread. ⑤The binding order is: cover, title page, table of contents page and main part. ⑥Multiple soft drawings should be of the same format as possible and folded into an accordion shape of 270mm × 190mm, with the drawings folded inside and the responsibility list (drawing label) in the lower right corner of the drawing exposed; for hard drawings that are not easy to fold, It should be packaged in a picture bag (tube).
1.2.2 Electronic format control
When filing, it was discovered that some electronic documents did not have a one-to-one correspondence with the paper documents. For example, the paper documents had drawings, but the electronic documents did not. Or there is a phenomenon such as missing one. So it needs to be strictly controlled.
The first is carrier control:
(1) Acceptance content. Including the format and organization of electronic documents, the integrity of the information, the security and readability of the carrier, and the consistency between the carrier information and the paper content.
(2) Acceptance method. ① Acceptance of carrier. The carrier of electronic documents must not have scratches, distortion, spots, mildew, damage, etc., and the surface of the carrier must be clean. Electronic document carriers can be read correctly on universal reading equipment, do not carry viruses and can be copied normally. The outer label of the electronic document carrier should be correct. ② Acceptance of electronic document registration form. The electronic document registration form should be filled out in a standardized and correct manner. ③Integrity acceptance of electronic documents. Carefully check the integrity of the submitted electronic documents by comparing them with the electronic document registration form, corresponding paper media information and "Readme" and other documents. ④Inspection. Check whether the content of each electronic document is clear and complete; whether the format and organization of the electronic document are correct; whether the archived electronic files, source electronic files and attached electronic files are complete.
The second is production control. The editing format shall be uniformly implemented in accordance with Sinopec Enterprise Archiving Standards and other relevant regulations. The font size of the cover shall generally be no less than size 3, and the line spacing shall not be less than single spacing. The appropriate page size is A4. With page numbers, the page numbers are placed at the lower end of the page, "centered" or "outside". The order of approval documents meets the requirements, and no information such as expert signatures and official seals are missing. All illustrations, tables, and plates should be inserted directly into the corresponding position of the text, with no omissions and complete borders. The display direction of all pictures, tables, plates, etc. should be upward. The names of illustrations should be placed directly below the figures, and the names of the tables should be placed at the top of the table. Directly above.
2 Strengthening of archiving of geological archive data “One improvement”
“One improvement”—the improvement of “archives awareness”. During the filing process, it was discovered that the personnel transferring the data did not have enough "archive awareness". If the handwriting was blurred, they thought they could just guess what the words were. What's more, two boxes of CDs, one burned and the other turned out to be empty. In order to improve the archives awareness of data transfer personnel, three aspects should be achieved: ① The archives management personnel who accept this work must have a strong archives awareness, must be strict and conscientious, and must have a long-term perspective of being responsible for history and considering users. goals to request. ② Personnel who transfer geological archive data must have archive awareness and implement the requirements or standards of the archives. They must have a mental change from data to archives. ③ Promote archival awareness to each scientific researcher, carry out publicity based on actual conditions, and organize timely training courses on the compilation and compilation of geological archives to improve the archives awareness and compilation level of relevant personnel, especially scientific researchers, and vigorously improve the standardized management level and services of archives ability.
3 The archiving of geological archives is included in the "One Assessment"
The "One Assessment" - the archiving of geological archives is included in the target assessment. Since geological archive data is directly related to the scientific research and production of oil fields, it is of great significance to carry out effective supervision and restriction management. Specific measures include: incorporating the archiving work of each department into the target assessment scope of the second-level units under its jurisdiction, especially linking it with performance appraisal, and for those units and individuals who are unwilling to hand over valuable information for archiving for convenience, and If the collection of artificial oil field core files is incomplete or incomplete, substantial penalties will be imposed. Those who have done well should be praised and rewarded in a timely manner. Secondly, it should be included in the assessment of various objectives of relevant units of the bureau. Emphasis should be placed on both business activities and legal system construction; on both physical management of archives and administrative supervision and guidance.
