How is the electronic official seal blurred? It looks like it is covered.

1. Open the official seal with Photoshop.

2. Then click Select-Color Range in the toolbar.

3. After entering the color range, adjust the color tolerance to the maximum, and then select the color of the official seal.

4. Click OK to load the official seal into the selection area.

5. Press Ctrl+J to affix the official seal.

6. Select the official seal layer and click Filter-Blur-Gaussian Blur.

7. After entering Gaussian blur, drag the blur radius, and then click OK.

8. After clicking OK, the official seal becomes blurred.
