(5) Applicants are required to download and study the "Applicant User Manual" (see attachment), and complete the online registration and certification application as required.
(6) The applicant's ideological and moral character appraisal certification materials are changed to "Personal Letter" (the applicant downloads and prints from the online application interface, signs it and takes a photo, and uploads the photo according to the program requirements when filling in the application information ). If you apply for non-Dalian household registration, you do not need to submit a personnel relationship certificate. Instead, you can submit a Dalian residence permit (within the validity period).
(7) If the applicant’s academic qualifications and Mandarin proficiency test grade certificate information are not successfully verified, please upload electronic scanned copies of relevant documents as required when registering online, and proactively inform them during the on-site confirmation process Verify the teacher and present the originals of relevant certificates for manual verification by the backend after registration. The academic qualifications, other conditions, and procedural requirements for applying for recognized teacher qualifications are the same as those for Mainland (Mainland) applicants.
Residents of Hong Kong, Macao and Taiwan who apply for recognition of teacher qualifications must submit a non-criminal record certificate issued by the relevant departments of the Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan.
2. Recognition objects
1. Social personnel with household registration in this city;

3. Recognition conditions
1. Ideological and moral conditions
Abide by the Constitution and laws, have good ideological and moral character and professional ethics, and be able to fulfill the "Teachers Law" stipulated obligations.
2. Educational qualifications
To apply for the recognition of teacher qualifications in senior middle schools and secondary vocational schools, you should have a bachelor's degree or above;
To apply for the recognition of junior middle school teacher qualifications, you should have a college degree or above Educational qualifications;
To apply for primary school teacher qualifications, one should have a secondary normal school education or above;
To apply for a kindergarten teacher qualification, one should have a preschool normal school education or above;
To apply for the qualification of an intern instructor in a secondary vocational school, one must have a secondary vocational school graduation or above, and must have a professional technical position equivalent to assistant engineer or above or a worker technical level above intermediate level.
Note: The above qualifications are all national education sequence qualifications recognized by the Ministry of Education (including self-study examinations, part-time universities, night universities, adult colleges and universities including full-time, online school correspondence courses, etc.).
To apply with academic certificates from higher education institutions in Hong Kong, Macao, Taiwan and abroad, the academic certificates must be certified by the Study Abroad Service Center of the Ministry of Education, and provide the "Academic Degree Certification Certificate for Hong Kong, Macao and Taiwan Regions" or " "Foreign Academic Degree Certification", the certification conclusion must be "the degree certificate obtained shows that he has the corresponding academic qualifications" to be considered valid. Academic information that has been compared with electronic information on Xuexin.com does not need to be submitted.
Special reminder: For academic qualifications that cannot be directly compared and verified by the nationally recognized information system (except for secondary vocational school qualifications), applicants must submit the "China Higher Education Qualification Certification Report" (online application at Xuexin.com), Otherwise, the application will be regarded as unqualified and will not be accepted. Applicants are recommended to verify their academic qualifications on Xuexin.com in advance, and if they cannot be verified, apply for a certification report in a timely manner.
3. Examination score conditions
Pass the National Primary and Secondary School Teacher Qualification Examination and obtain the exam passing certificate issued by the Examination Center of the Ministry of Education (within the specified validity period); December 31, 2015 Full-time normal college students (excluding foreign normal students) who were admitted before 2020 and apply for teacher qualifications consistent with their majors are not required to submit certificates of passing national examinations. As long as they have completed the required courses while in school and passed the examinations , and have completed educational internship, you can directly apply for recognition; the 2021 education graduate students and public-funded normal school students must pass the normal education and teaching ability assessment and obtain the "Normal Student Teacher Professional Competence Certificate" (within the specified validity period).
4． Putonghua proficiency
Should reach Level 2 B or above in the "Putonghua Proficiency Test Grade Standards" promulgated by the State Language Commission (applicants for Chinese language subjects must meet Level 2 A or above), June 15, 2003 The Mandarin certificate obtained in the future is valid).

IV. Certification work arrangements
(1) Online registration
The first batch: full-time applicants who have obtained the national examination passing certificate (within the validity period) 2021 fresh graduates of normal colleges and universities (including postgraduate students of education and public-funded normal students). (2) Online registration requirements
1. Select the type of teacher qualifications and teaching subjects to apply for. Among them: the type of teacher qualifications and teaching subjects applied for by national examination candidates should be consistent with the subjects of the interview; the type of teacher qualifications and teaching subjects applied by full-time normal graduates should be consistent with the majors studied. .
2． Applicants should distinguish their household registration or place of residence according to the type of qualifications they apply for, and select the corresponding accreditation agency. Those who apply for teacher qualifications in senior high schools or secondary vocational schools, as well as the 2021 normal graduates of full-time ordinary colleges and universities in Dalian who meet the first batch of recognition conditions, will all choose the Dalian Municipal Education Bureau as the recognition institution; those who apply for kindergartens, primary schools and junior high schools For middle school teacher qualifications, the education administration department in the place where Dalian household registration is registered, the education administration department in the place of residence for non-Dalian household registration, and the education administration department in the location of the school for non-normal students in full-time ordinary colleges and universities are the certification agencies.

Applicants whose uploaded materials do not meet the requirements will not be approved by the accreditation agency.
(3) On-site confirmation
1. Fresh graduates of full-time normal colleges and universities graduating in 2021 will choose our school as the on-site confirmation point. The on-site confirmation time will be notified by the school.
2. Those who apply for teacher qualifications in senior middle schools or secondary vocational schools should go to the Education Bureau window in Area D on the third floor of the Dalian Public Security Administrative Service Center (No. 101 Northeast North Road, Ganjingzi District, Dalian City). confirm. Time schedule: July 12-16. Working hours: 8:30-12:00, 13:00-16:30.
3. Those who apply for teacher qualifications in kindergartens, primary schools and junior middle schools must go to the place designated by the education administration department of their household registration, place of residence, and the location of the university where they study for on-site confirmation. (4) Application materials to be submitted for on-site confirmation
1. For Dalian household registration, the original second-generation ID card (within the validity period) and household registration book (collective household registration can be presented and issued by the police station The original household registration certificate); those from other provinces and cities must provide the original Dalian residence permit (within the validity period); residents of Hong Kong, Macao and Taiwan must provide the original residence permit, pass and other valid documents; full-time ordinary college students must submit the original student ID card with complete registration information. Fresh graduates from full-time ordinary colleges and universities who have graduated from school can provide the original graduation certificate in place of their student ID card; active military personnel and active-duty armed police officers must provide their military officer ID card or soldier ID card.
2. The original copy of the academic certificate, and the foreign (overseas) academic qualifications should be submitted at the same time as the original "Foreign (overseas) Academic Qualification Certificate" issued by the Ministry of Education's Study Abroad Service Center. If the academic information is successfully compared with the electronic information of Xuexin.com, it does not need to be submitted.
Applicants who apply for the qualification category of intern instructors in secondary vocational schools must also provide the original certificate of professional title equivalent to assistant engineer or above or the qualification certificate of intermediate or above worker technical level.

If the applicant has an official seal, the result of the physical examination is unqualified. ⑥ Apply for kindergarten teacher qualifications in accordance with the Notice on Adjusting the Physical Examination Standards for Personnel Applying for Recognition of Kindergarten Teacher Qualifications (Jiaozizi [2010] No. 15) issued by the Teacher Qualification Recognition Guidance Center of the Ministry of Education. 4. Participate in the national examination. Those who take the primary and secondary school teacher qualification examination must submit a certificate of passing the examination (the applicant will print it out on the China Education Examination Network (), and it is not necessary to submit if the system can verify it); the 2021 full-time normal college graduates who are eligible for direct certification without examination For graduates, please submit the "Professional Competence Certificate for Teachers from Normal Colleges" (if the certification system can verify it, you do not need to submit it); for previous graduates from normal colleges and universities, please submit the required education and psychology transcripts and graduation internship results. If the educational internship results are not indicated on the transcript, the above materials can be taken from the applicant’s personnel file.
5. "Personal Letter". (Applicants can download, print and sign from the online application interface)
6. A recent one-inch color ID photo with a white background, which is used to apply for the teacher qualification certificate. The photo should be uploaded with the online application ( White background, less than 200k, jpg format) with the same background, the name, ID number, application qualification type, and mobile phone number are written on the back of the photo.
7. Original Mandarin proficiency certificate (obtained after June 15, 2003. The Putonghua certificate is valid). If the system comparison is successful, the original certificate will be issued.
The above on-site verification materials are necessary for applying for teacher qualifications. The applicant shall put the materials into the portfolio (bring by himself) and attach a cover (see attachment)
(5) Qualification determination
The accreditation agency will make a determination conclusion after accepting the application. According to the certification conclusion, the certification data will be confirmed and the certificate number will be generated on the National Teacher Qualification Certification Management Information System of the Ministry of Education.
(6) Query the certification results
The teacher qualification certification work will be carried out. It will be completed within 30 working days after receiving all application materials submitted by the applicant. After the certification is completed, the applicant can log in to the China Teacher Qualifications Network to check the certification results by himself.
(7) Time and place for collecting the certificate
The time for collecting the certificate will be notified separately. Applicants are requested to pay attention to the announcement of the Dalian Education Bureau in a timely manner. Applicants can choose express delivery service and go through relevant procedures when confirming on site.
5. Epidemic Prevention and Control Requirements
Each accreditation agency must combine the city’s epidemic prevention and control situation, follow the principles of territorial management, and strictly implement the prevention and control requirements of the accredited site management department. Prevention and control measures, staggering peak hours and staggering time, reasonable arrangements, and safe and effective advancement of identification work. If the application for certification is not completed within the specified time due to missing the application time, choosing the wrong certification agency or on-site verification point, incorrect declaration information, or incomplete submission of materials, the certification agency will no longer accept the application, and the responsibility shall be borne by the applicant himself.
(3) Applicants should truthfully submit relevant materials, and those who deliberately commit fraud to obtain teacher qualifications will be punished in accordance with relevant national regulations.
(4) During the accreditation period, if an applicant who has passed the teacher qualification accreditation needs a certificate from the accreditation agency due to participation in teacher recruitment, etc., please bring your ID card to the accreditation agency to issue a certificate.
