General rule
1: This regulation is formulated in order to further strengthen the internal management of the Federation of Associations, standardize the behavior of members of the Federation of Associations, clarify the responsibilities of various ministries, and effectively and reasonably improve the quality of cadres of the Federation of Associations.
2. Association cadres should establish a high sense of ownership, work hard, ensure quality, and complete the tasks assigned by superiors on schedule.
3. Members of various associations and federations should consciously abide by various rules and regulations and restrain their words and deeds in accordance with relevant norms.
2. Various departments of the Federation of Associations and their functions
Presidium: To implement the resolutions of the General Party Branch and the Youth League Committee on student work. Make decisions, arrange and coordinate various activities, keep funds at the same time, and be responsible for the application for the establishment and cancellation of associations.
Secretary-General: Assist the Chairman in his work, keep minutes of meetings, and be responsible for statistics, collection and handling of opinions, suggestions and complaints. Have the right to supervise the work of all departments of the Federation of Associations and report to the chairman. Strengthen the self-construction of associations, constantly discover and train new student cadres, and guide the associations to keep records of their activities.
Organization department: coordinate the relationship between departments and be responsible for organizing construction work, personnel file management, site arrangement, document drafting and distribution, etc. , and is responsible for the registration of societies, the income and expenditure of funds of the Federation of Social Welfare Associations, and the management, assessment and supervision of backbones and officers every academic year.
Ministry of Foreign Relations: Seek sponsorship and raise funds for various activities organized by the Federation of Associations, including the liaison work of the Federation of Associations in foreign affairs.
Supervision department: supervise and guide the work of the association from three aspects: finance, affairs and personnel, and assist the association in organizing quality activities.
Office: responsible for the daily management of the office, as well as the management of meeting minutes, files and office supplies of the association.
Propaganda Department: Cooperate with other departments to do propaganda work, so that students can grasp the information of various activities in time. Fully publicize the development of the work of the Federation of Associations and establish the overall image of the Federation of Associations.
3. Detailed rules and regulations
1. Post responsibility system
1: the presidium must be responsible for the work plan of each semester, supervise and guide various activities, and do a good job in coordination.
2. All departments of the Association Federation implement the ministerial responsibility system, and the minister must make unified planning and arrangement for the work of each department.
Ministers of various associations and federations must work hard, submit the work plan of this semester to the office at the beginning of the semester, and make a written summary of their work at the end of the semester.
4. All departments of the Association Federation should be active, efficient, quality and quantity, and complete the tasks assigned by superiors on time. No pushing, no procrastination, no perfunctory, no shirking.
Second, the accountability system
1: The Federation of Associations implements the accountability system for the main person in charge in its daily work and activities.
2. In all work, members of the presidium and ministers of various ministries should refine the specific work to people, define the division of labor, and make corresponding records, so as to investigate the responsibility when problems arise.
3. If an accident is caused by unclear division of labor, the responsibility shall be attributed to members of the presidium and ministers.
Three: Regular meeting system
1: The Federation of Associations must hold regular general meetings of all its members, sum up the work for a period of time, implement the plan and arrange the work for the next stage.
2. The chairman of the Federation of Associations and ministers of various ministries must also hold regular meetings of cadres, and ministers of various ministries must report to the General Assembly on the activities that the Ministry will carry out in the near future.
3. Democratic centralism is practiced during the meeting, and all members present at the meeting have the right to speak, and they can put forward favorable suggestions, good ideas and innovative ideas for the development of the association.
4. Strict venue discipline. Don't do anything unrelated to the meeting during the meeting. Each department should have corresponding meeting minutes.
5. Association members shall not be absent, late or leave early without reason. The sign-in system is implemented at every meeting. Any member who cannot attend the meeting for any reason must ask for leave from the chairman in advance.
6. In the monthly meeting, those who are absent for no reason and reach 2 or more times will be automatically dismissed.
7. Improve the efficiency of the meeting, talk less, do more practical things, keep the meeting confidential, and no one can reveal it.
Four: personnel appointment system
1: In order to keep the club alive, a recruitment activity is held for freshmen every year. When recruiting new students, ministers are responsible for the specific matters of recruiting new students.
2. Before the natural transition of the CSU, the ministers of the CSU must focus on training successors in the Ministry. During the natural transition, the working materials of the Ministry should be handed over to the new minister without delay or perfunctory.
3. Association cadres who leave the meeting in advance must make an application report and explain the reasons. For the Federation cadres who leave without authorization, the Federation will give criticism and education, internal informed criticism, dismissal and other sanctions with reference to relevant regulations on the basis of soliciting opinions from the college.
Verb (abbreviation of verb) activity declaration system.
1: each department must submit an application to the organization department before holding an activity. The contents of the application should include the name, time, place, number of people, process, purpose and significance of the activity, and the application must also specify the various expenses and estimated expenses.
2. If the application fails, it must be unconditionally obeyed; Once the application is approved, it must be implemented in strict accordance with the application content. If help from other departments is needed, ministers should not shirk their responsibilities and make every effort to help carry out activities.
3. After the activity, ministers should summarize the activity, whether it has achieved the expected purpose and what are the shortcomings, so as to prevent the same mistakes from being made again in the future.
VI. Vacation system
1: leave of absence for officials shall be examined and approved by the minister, and leave of absence for vice-ministers or ministers shall be examined and approved by the vice-chairman or chairman.
2. You must write a formal leave note, ask for leave according to the procedure, and do not make up the leave afterwards.
3. Leave for business reasons needs to be signed by the person in charge of guiding the work, and it will not be recorded in attendance.
4. Those who arrive late, leave early and ask for leave for a total of three times will be absenteeism.
5: Oral leave or entrustment is invalid (except in special circumstances).
6: Each member is only allowed to invite 1-2 times a week, and each time is no more than 2 days. (except for special circumstances, such as internship and training).
7. The reason for asking for leave must be facts. If you achieve your goal by fabricating reasons, you will be punished internally.
Seven: Reimbursement system
1: All departments of the Federation of Associations must apply to the Organization Department before buying things, and they can only buy them after obtaining the consent.
2. The purchase must have a formal invoice, and the invoice should be submitted to the regulatory authorities for unified reimbursement as soon as possible.
The office must record every account and let the buyer sign it, so that every expenditure can be checked correctly. Buyers shall not practise fraud or misappropriate public funds without permission. Once found, it will be dealt with seriously.
4. The Secretary-General of the Federation of Associations is responsible for supervising the use of goods in various departments. Anyone who finds any abuse or waste should report it immediately and deal with it.
5. Members of various associations and federations may also apply to the Presidium for auditing at any time on relevant issues.
6. Every month, the office and the organization department open financial statements in the office.
Eight: Duty system
1: The departments on duty are arranged by the office in a unified way, and take turns in the form of departments. The personnel on duty in specific departments are arranged by each department, the office is responsible for supervision and inspection, the students on duty are responsible for cleaning up the office supplies, and the visitors consciously keep the room clean and tidy.
2. During the time on duty, the personnel on duty should take good care of the articles used by associations and federations, and keep the office clean and quiet, and no noise is allowed. The personnel on duty should strictly abide by the regulations on duty time and do their duty.
3. The personnel on duty shall promptly report the situation on duty to the personnel on duty and sign it.
The last person who leaves the office should set the stool, lock the doors and windows, and turn off the power.
Nine: Office daily management system
1: All office property belongs to the collective, and it is not allowed to misappropriate it at will. Anyone who is not a member of the Federation of Associations or the Self-discipline Association can borrow office supplies only after applying to the office for approval.
2. Treat leaders, teachers, classmates and other visitors with courtesy and enthusiasm. Complete temporary tasks in time.
3. It is forbidden to use electrical appliances in violation of regulations in the office, and it is forbidden to adjust the mobile phone to the vibration position in the office.
4. The office key shall be kept by the members of the presidium and the office staff. No cadre may configure the office key privately or give it to cadres who are not members of the association for use.
5. All departments need to borrow the office for meetings or store large items in the office, which must be approved by the presidium and go through relevant formalities in the office.
X: Assessment and Punishment System
1: After the end of each semester, an appraisal activity will be held, and the ministers and deputy ministers of each department will determine two outstanding officers, which must meet the following requirements:
(1): Each department shall not be absent from the meeting for more than two times.
(2) Actively cooperate with the Vice Minister in his work, be outstanding in his work, be serious and responsible, be able to put forward constructive opinions on the work carried out, and have certain leadership and organizational skills.
(3): No violation of discipline.
2. Outstanding cadres of the Association Federation shall be elected by all cadres of the Association Federation by secret ballot, and outstanding cadres must meet the following conditions:
(1): The minister must be present to preside over the meeting.
(2): Ministers and deputy ministers should make overall arrangements for their work when working in various ministries, set an example and do not shirk their responsibilities.
(3): No violation of discipline.
In order to maintain a good leadership role in the eyes of students, any member of the association who violates the inter-school rules will be expelled once found.
4. Regular ministerial meetings or regular ministerial meetings, absent without reason, will be punished within the Federation of Associations, and those who have accumulated three or more times will be dismissed from their posts or disqualified as officials of the Federation of Associations.
5. Members of the Association have the obligation to participate in their own activities, and those who cannot attend due to business should ask the Minister for leave in advance.
6. Anyone who violates this system will be criticized and punished in strict accordance with this system.
