Interim Measures for Competency Examination, Assessment and Certification
Chapter I General Principles
Article 1 In order to improve the technical quality of pilots in the Yangtze River and standardize the management of pilots, these Measures are formulated in accordance with the Regulations on the Administration of Pilotage of Ships and relevant laws and regulations.
Article 2 These Measures shall apply to the competency examination, assessment and certification of Yangtze River pilots.
Article 3 Jiangsu Maritime Safety Administration of the People's Republic of China (hereinafter referred to as Jiangsu Maritime Safety Administration) shall be responsible for the examination, evaluation and certification management of Yangtze River pilots' competency certificates.
Article 4 To be a pilot on the trunk line of the Yangtze River, one shall hold the Certificate of Competency for Pilots on the Yangtze River (hereinafter referred to as the Certificate of Competency for Pilots). The level of the pilot's certificate of competency is divided into:
(1) First-class pilot: independently lead ships (fleets) of various scales within the route approved by the certificate;
(2) Class II pilots: independently lead ships with a total length of170m or less, a draught of 9.7m or less and a fleet of 3,000 dwt or less within the routes approved by the certificate;
(3) Class III pilot: independently lead ships with total length 1 10 meters and draught of 7 meters or less within the route approved by the certificate;
(4) Assistant pilot: You may assist the first, second and third class pilots to lead the ship, but you may not lead the ship independently.
Article 5 An application for a driver's competency certificate shall meet the following basic conditions:
(1) Having China nationality;
(two) at least 20 years of age, under 60 years of age;
(3) Being in good health and meeting the physical examination requirements for drivers in the Standards for Physical Examination of Seafarers;
(4) Having a full-time junior college degree or above in ship driving;
(5) Having received professional training in Familiarity and Basic Safety, Radar Observation Plotting and Radar Simulator, and Automatic Radar Standard Plotter, and having obtained certificates;
(six) in accordance with the provisions of the water service qualification;
(seven) no record of major ship traffic accidents and serious violations of the illegal records of ship and crew management;
(8) Having passed the required competency examination and assessment.
Chapter II Examination and Evaluation of Competency Certificates
Article 6 Qualifications for applying for the examination and evaluation of driver's competency certificate:
(1) Qualification requirements for applying for the examination and assessment of the certificate of competency of the first-class pilot: the second-class pilot has not less than 36 months' pilotage experience, and after taking up this position, he will pilot at least 36 ships and at least 90,000 kilometers or 400 ships on the whole application route.
(two) the qualification requirements for applying for the examination and evaluation of the certificate of competency of Class II pilots:
1. Upgrade exam: Class III pilots have no less than 36 months' pilotage experience, and after taking this position, they will pilot no less than 36 ships in the whole process of applying for routes, with a total mileage of no less than 90,000 kilometers or 400 ships.
2. Grade examination: actually serving as the captain of a seagoing vessel of 3000 gross tonnage or above (or an inland river vessel of 1600 gross tonnage or above) for not less than 36 months.
(three) the qualification requirements for applying for the examination and evaluation of the certificate of competency for Class III pilots:
1. upgrade exam: the assistant pilot has no less than 24 months of pilotage experience, and after taking this position, he has not less than 50 times in the whole process of applying for routes, with a total mileage of not less than 60,000 kilometers or 250 times.
2. Grade examination: actually serving as the first mate of a sea-going vessel of 3000 gross tonnage or above (or an inland river vessel of 1600 gross tonnage or above), or actually serving as the captain of a sea-going vessel of 500-3000 gross tonnage (or an inland river vessel of 600- 1600 gross tonnage) for 24 months.
(4) Qualification requirements for applying for the certificate of competency as an assistant pilot: full-time junior college degree or above in ship driving, no less than 12 months of pilot training, and no less than 36 pilot trainings in the whole course of the declared route; Or actually served as the second or third mate of a seagoing vessel of 3000 gross tonnage or above (or an inland river vessel of 0/600 gross tonnage or above) for not less than 12 months.
(5) Apply for extension of route examination: hold the first-,second-and third-class pilot competency certificates, have no less than 6 months' probationary pilotage experience on the declared route, and have no less than 60 probationary pilotage times throughout the declared route.
Article 7 The examination and evaluation items of the pilot competency certificate shall be implemented in accordance with the requirements of the Yangtze River Pilot Competency Examination Subjects and Evaluation Items Table (see Annex).
Article 8 An application for competency examination and assessment shall be submitted to Jiangsu Maritime Safety Administration by a pilotage institution that has obtained pilotage qualification within the prescribed application period.
Article 9 When applying for competency examination and evaluation, the following materials shall be submitted:
(a) the Yangtze River pilot certificate application form;
(2) An effective pilot service book or crew service book;
(3) A physical examination form for the seamen going to sea within one year;
(four) the professional training certificate as stipulated in these Measures;
(5) Four recent two-inch bareheaded color photos with straight front and white background (1 photo application);
(six) valid identity documents or copies;
(seven) professional diploma or graduation certificate;
(8) Relevant materials showing competence;
(nine) the certificate of competency of the pilot (who has already held the certificate of competency of the pilot).
Article 10 Jiangsu Maritime Safety Administration shall examine the materials received by the applicant. If the application materials are incomplete or do not meet the statutory form, the applicant shall be informed of all the materials that need to be completed at one time on the spot. In line with the conditions stipulated in these Measures, an admission ticket shall be issued to the applicant 5 days before the start of the examination, and the applicant shall be notified to participate in the examination and evaluation; Do not meet the conditions, inform the applicant within 5 working days from the date of accepting the application, and explain the reasons.
Article 11 Personnel participating in competency examination and assessment shall abide by the Rules of the Maritime Safety Administration of the People's Republic of China on the Examination Room for Seafarers.
Article 12 The scores of all written test subjects are full marks 100, the qualified scores of Collision Avoidance and Signal, Waterway and Pilotage are 80, and the qualified scores of other subjects are 60.
Thirteenth assessment results are valid within 36 months from the date of publication, and evaluation results are valid within 24 months from the date of publication.
If all subjects fail the exam, there is no qualification for make-up; If some subjects fail, the make-up exam should be completed within 24 months from the date of publication of the results.
If the assessment is unqualified, you can apply for supplementary assessment within 6 to 12 months from the date of publication of the assessment results.
Make-up examination and make-up examination results are invalid respectively.
Article 14 The personnel engaged in pilot assessment shall have a college degree or above in the corresponding major and relevant professional work experience, including water service qualification, and be familiar with the corresponding examination outline and evaluation outline, as well as examination evaluation procedures, norms and requirements.
Chapter III Issuance and Reaffirmation of Competency Certificates
Article 15. Those who have passed the first, second and third-class pilot competency examination and assessment shall go through a probation period of six months, receive training, and lead no less than 60 ships throughout the registered route. After the probation period, they can submit the pilot service book and apply to Jiangsu Maritime Safety Administration for issuing a certificate of competency. Those who meet the requirements will be issued with certificates of competency of pilots with corresponding grades and approved routes within 15 working days from the date of accepting the application.
Article 16 The validity period of the driver's competency certificate shall not exceed 36 months. Upon the expiration of the certificate, the holder may apply for a certificate of competency in accordance with the provisions of these measures.
Article 17 The holder of the certificate of competency shall, six months before the expiration of the validity period of the certificate of competency, apply to the maritime administrative agency for examination of the certificate of competency through the pilotage institution. A person applying for the certificate of competency examination shall meet the following conditions:
(a) in the last 36 months, no less than 72 ships have been instructed on the certificate of competency, of which no less than 36 ships have been instructed in the whole process and the total mileage is not less than 30,000 kilometers;
(2) The certificate of competency of the pilot has not been detained by the maritime administrative agency;
(three) to participate in effective knowledge updating training.
Article 18 If a holder who does not meet the conditions in Items (1) and (2) of Article 17 of these Measures applies for re-examination within 6 months before the expiration of the validity period, he shall not only participate in the re-examination knowledge updating training, but also complete the pilot training for not less than 3 months and lead the corresponding ship for not less than 6 times or 10000 km.
Nineteenth overdue 12 months to apply for a valid certificate of competency, in addition to complying with the provisions of Article 18 of these measures, should also participate in the actual operation assessment.
Those who apply for a valid certificate of competency after the deadline of 12 months shall take and pass the corresponding examination at the same level as the original certificate of competency.
Article 20 Where an application for a certificate of competency is valid, the materials specified in Items (1), (2), (3), (5) and (9) of Article 9 of these Measures shall be submitted. After passing the examination, Jiangsu Maritime Safety Administration will issue an application certificate for the corresponding grade and approved route.
Article 21 If the certificate of competency is damaged or lost, the pilot agency served by the holder may apply for renewal or replacement of the certificate of competency, and submit the materials specified in Items (1) and (5) of Article 9 of these Measures. After passing the examination by Jiangsu Maritime Safety Administration, an application certificate of corresponding grade and approved route will be issued.
The validity period of the renewed certificate of competency is the same as that of the original certificate of competency.
Chapter IV Management of Pilotage Service Manual
Twenty-second pilots must hold a valid "Pilot Service Book".
Twenty-third pilot service book is mainly used to record the name, gross tonnage, total length, boarding and disembarking time, port name, leading kilometers, etc. Under the guidance of the navigator. The contents of the record must be confirmed and signed and sealed by the captain of the ship being led.
If the pilot has a water traffic accident or commits an illegal act at sea, the maritime law enforcement officer shall record it in the corresponding column.
Twenty-fourth the contents recorded in the pilot service book shall be used as the basis for the pilot qualification when applying for the certificate of competency.
Twenty-fifth pilotage institutions and pilots shall not forge or alter the contents recorded in the Pilotage Service Book.
Chapter V Supervision and Administration
Article 26 A pilot whose certificate has been revoked due to violation of maritime administrative regulations is eligible to re-apply for the examination and evaluation of the original level "Certificate of Competency for Pilots" 24 months after the certificate has been revoked.
Twenty-seventh pilots in general and above water traffic accidents during his tenure, subject to administrative punishment by the maritime administrative agency, the water service qualification before the accident can not be used as the water service qualification to apply for examination, evaluation and certification. After the accident, the qualification of water service should be recalculated, but the time when the certificate of competency was detained should be deducted.
Twenty-eighth Jiangsu Maritime Safety Administration shall establish a pilot file for each pilot who holds a certificate of competency, including recording the pilot's behavior in violation of the provisions on water traffic safety management.
Article 29 The maritime administrative agency shall strengthen the supervision and management of the pilot's leading activities, and maritime law enforcement officers shall promptly warn and remind the abnormal situation of the pilot's leading behavior. If the pilot leads the ship to have a major water traffic accident, and the law enforcement officers fail to perform their supervisory duties normally, the responsibilities of the relevant personnel shall be investigated.
Chapter VI Supplementary Provisions
Article 30 In these Rules, the following terms have the following meanings:
(1) "Pilot" means a person who holds a valid pilot qualification certificate and is engaged in pilotage work in a pilotage institution.
(2) "Pilot Competency Certificate" means that the holder has passed the corresponding examination and assessment, reached the corresponding provisions of these Measures, has the qualification certificate of the applicable level indicated in the certificate, and has the ability to lead the ship on the approved route (region).
(3) "Trainee pilot" means that under the supervision of qualified pilots, the applicant has completed comprehensive practical training before taking up his post.
(4) "Competency Examination" refers to the examination of the theoretical knowledge, concepts and principles of pilots in written or electronic form, so as to assess the applicant's professional knowledge level and application ability.
(5) "Competency assessment" refers to the skill assessment of the applicant through the operation of the corresponding equipment or simulator, listening test, oral test, water service qualification and performance assessment. , with the comprehensive application ability and practical operation ability of candidates as the main goal.
(6) "Upgrade Examination" means that the holder of the Certificate of Competency for Pilots applies for a higher-level examination.
(7) "Grade examination" refers to the person who holds the seafarers' certificates of competency as stipulated in these Measures and meets the conditions of these Measures, and applies for taking the examination to determine the corresponding pilot grade.
(8) "Extended route examination" refers to the application for taking the examination by the personnel holding the Driver's Competency Certificate, so as to extend the route endorsement scope of the certificate.
Article 31 The physical examination of pilots shall be in the form and standard stipulated by People's Republic of China (PRC) Maritime Safety Administration.
Article 32 The Pilot Competency Certificate and the Pilot Service Book shall be uniformly printed by Jiangsu Maritime Safety Administration.
Article 33 These Measures shall come into force as of the date of promulgation.
