1. The public security organ may conduct necessary tests on drug suspects, and the detected person shall cooperate;

2, refused to accept the test, approved by the public security organs of the people's governments at or above the county level or its dispatched institutions, can be compulsory testing;

3. The public security organ shall register drug addicts and order them to accept community detoxification.

4. Legal basis: drug control law

Thirty-third drug addicts, the public security organs can order them to accept community drug rehabilitation, and at the same time notify the drug addicts' domicile or current residence of the city street offices, township people's governments. The period of community detoxification is three years.

Drug addicts should receive community detoxification at their place of residence; If you have a fixed residence in your current place of residence outside your domicile, you can accept community drug rehabilitation in your current place of residence.

How to identify drug addiction

1, the public security organ shall conduct drug addiction identification by two or more people's policemen, and put forward expert opinions within 24 hours after making the conclusion of human biological sample detection, which shall be signed by the appraisers, reviewed by the person in charge of the unit and stamped with the seal of the unit. Relevant evidential materials shall be taken as an integral part of this opinion. The method is clear. If a drug addict meets the following conditions at the same time, the public security organ determines that he is addicted to drugs:

(1) It is proved to contain drugs by human biological samples;

(2) There is evidence to prove that drugs have been taken;

(3) Having withdrawal symptoms or having a history of drug abuse, including being investigated and dealt with by public security organs for drug abuse or having voluntarily given up drug treatment.

The specific situation of withdrawal symptoms is determined with reference to the Guiding Principles for the Diagnosis and Treatment of Opioid Drug Dependence and the Guiding Principles for the Diagnosis and Treatment of Amphetamine Drug Dependence formulated by the Ministry of Health.

2. In addition, if a drug addict has one of the following circumstances, the public security organ determines that his drug addiction is serious:

(1) has been ordered to community detoxification, compulsory isolation detoxification (including compulsory detoxification or reeducation through labor before the implementation of the Anti-Drug Law), community rehabilitation or participation in drug maintenance treatment, and has taken drugs again or injected drugs;

(two) there is evidence to prove that injecting drugs or taking more than two drugs for many times;

(3) There is evidence to prove that drug abuse is accompanied by gathering people for fornication, self-injury or self-mutilation, or violence against the personal and property safety of others.
