Document format text of party and government organs
This standard was drafted according to the provisions in GB/T 1. 1—2009.

This standard is revised according to GB/T 9704- 1999 "Official Document Format of State Administrative Organs" issued by the General Office of the Central Committee and the General Office of the State Council. Compared with GB/T 9704- 1999, this standard is mainly modified as follows:

A) The standard name was changed to "Official Document Format of Party and Government Organs", and the standard English name was revised accordingly;

B) The scope of application is extended to official documents issued by party and government organs at all levels;

C) Make appropriate adjustments to the standard structure;

D) Make appropriate adjustments to document binding requirements;

This standard applies to official documents issued by party and government organs at all levels. The official documents of other organs and units can be implemented with reference.

Documents printed in minority languages shall be implemented in accordance with this standard in terms of paper, layout size, layout and printing, and the rest may be implemented in accordance with this standard and relevant regulations.

3 Terms and definitions

The following terms and definitions apply to this standard.

Words. Words.

Mark the length unit of horizontal distance in the file. In this standard, a word refers to the distance of the width of a Chinese character.

Line line

A unit of length that represents the vertical distance in a file. In this standard, a line refers to the height of a Chinese character plus 7/8 of the height of No.3 Chinese character.

4 main technical indicators of official document paper

Official document paper generally uses offset paper or copy paper with a paper weight of 60 g/m ~ 80 g/m, with paper whiteness of 80%~90%, transverse folding endurance ≥ 15 times, opacity ≥85% and pH value of 7.5~9.5.

5.2 Layout

Margins and edit center dimensions

The top of official document paper (upper white edge) is 37mm 1mm, the binding of official document paper (left white edge) is 28mm 1mm, and the size of the plate center is 156 mm×225 mm.

Font and font size

Unless otherwise specified, all elements of the official document format generally use No.3 imitation song style. It can be adjusted appropriately under specific circumstances.

Number of lines and words

Generally, there are 22 lines on each side, 28 words in each line, and the core is full. It can be adjusted appropriately under specific circumstances.

Color of text

Unless otherwise specified, the text color in official documents is black.

6 printing and binding requirements

6. 1 plate making requirements

The layout is clean without bottom ash, and the handwriting is clear without line breaks. Size standard, the center of the plate is not inclined, and the error is not more than1mm.

6.2 Printing requirements

Double-sided printing; The page number is set correctly, and the error on both sides is less than 2 mm Black ink should reach BL 100%, and red ink should reach Y80% and M80%. The printed matter is solid and uniform; Literally, it is not flowered, white or broken.

6.3 Binding requirements

Official documents should be bound on the left side, the number of pages between two pages should not exceed 4 mm, the allowable error of the size of cut products is 2 mm, and the four corners form 90 degrees; , no stubble or defect.

Official documents of riding or paperback should:

A) It is scheduled to be 70 mm away from the upper and lower edges of the layout with an allowable error of 4 mm;

B) No bad nails, missing nails and heavy nails, and the nail feet are flat and firm;

C) The riding nail saws are all fixed on the folding line, and the distance between the flat nail saw and the spine is 3-5mm. ..

The cover (front cover, spine and back cover) of the bound official document should be consistent with the book block, tightly wrapped and flat.

7 document format element arrangement rules

7. 1 Division of official document format elements

This standard divides the document format elements in the core of the version into three parts: header, body and note. The part above the red separation line on the front page of the official document is called the header; The part below the red separator (excluding) on the first page of an official document and above the first separator (excluding) on the last page is called the text; The part below the first separation line and above the last separation line on the last page of a document is called a seal.

The page number is outside the center of the page.

If you need to mark the part number, you usually use 6 digits and 3 Arabic numerals, and the top box is arranged in the first line in the upper left corner of the editing center.

7.2.2 Classification and duration of confidentiality

If you need to mark the classification and duration of confidentiality, generally use No.3 bold type, and the top grid is arranged in the second line in the upper left corner of the editing center; The figures in the confidentiality period are marked with Arabic numerals.

Degree of urgency

If you need to indicate the degree of urgency, generally use No.3 bold type, and the top grid is arranged in the upper left corner of the version center; If it is necessary to indicate the part number, classification, confidentiality period and urgency at the same time, it should be arranged from top to bottom in the order of part number, classification, confidentiality period and urgency.

7.2.4 Sign of the issuing authority

It consists of the full name or standardized abbreviation of the issuing authority plus the word "document", and can also be used.

The logo of the issuing authority is arranged in the center, and the upper edge is 35mm from the top edge of the edition to the central edge. It is suggested to use the red small standard song style, which is eye-catching, beautiful and solemn.

When writing jointly, if the name of the joint issuing organ needs to be marked at the same time, the name of the host organ should generally rank first; If there is a word "document", it should be placed on the right side of the name of the issuing organ, and the name of the joint issuing organ shall prevail.

File number

Arranged in the middle of the empty two lines under the logo of the issuing authority. The year and serial number of the document are marked with Arabic numerals; The year should be marked with the full name and enclosed in hexagonal brackets. No, no dummy (i.e. 1 no 0 1) is added to the document serial number, and the word "no" is added after the Arabic numerals.

The symbol of the above article is arranged in the left margin, on the same line as the name of the last issuer.

7.2.6 Issuer

It consists of the word "issuer" plus a full-width colon and the name of the issuer, and the word "right space" is arranged two lines below the sign of the issuing authority. The word "issuer" is indicated in italics No.3, and the name of the issuer is indicated in italics No.3. ..

If there is more than one issuer, the names of the issuers shall be arranged evenly from left to right and from top to bottom in the order of the issuing authorities. Generally, two names should be arranged in each line, and the name of the first publisher in the previous line should be aligned when returning.

7.2.7 Parting line in header

The red separation line with the same width as the center of the printing plate is printed at the center of 4 mm below the document number.

7.3 main body

7.3. 1 Title

Generally, the No.2 small mark is arranged in the position of two blank lines under the red separation line and one or more lines in the middle; When returning lines, the meaning of words should be complete, the arrangement should be symmetrical, the length should be appropriate, and the spacing should be appropriate. The title arrangement should be trapezoidal or rhombic.

7.3.2 Main delivery authority

Arranged in the blank line under the title, in the upper left box, still in the top box when returning, and the last institution name is marked with a full-width colon. If there are too many names of main delivery agencies, so that the text of the document cannot be displayed on the home page, the names of main delivery agencies should be moved to the page, and the labeling method is shown in 7.4.2.

The first page of the official document must display the text. Generally, the word "Song Ti Imitation" is used in the next line of the name of the main delivery agency, and the word "blank" is used in each natural paragraph, and the word "back to the top" is used. In this paper, the ordinal number of the structural hierarchy can be marked by "I", "I" and "1", followed by "(1)". Generally, the first floor is in bold, the second floor is in italics, and the third and fourth floors are in imitation of Song Dynasty.

7.3.4 Description of Annex

If there are attachments, leave a blank line at the bottom of the text to arrange the word "attachment", followed by a complete colon and the name of the attachment. If there are multiple attachments, mark the serial number of the attachment with Arabic numerals (such as "Attachment:1.xxxxx"); No punctuation is added after the attachment name. When the attachment name is long and needs to be returned, it should be aligned with the first word of the attachment name in the previous line.

7.3.5 Signature, written date and seal of the issuing institution.

The date of writing is generally arranged in the four words on the right, and the seal is red. Blank seals are not allowed.

When writing for a single organ, the signature of the issuing organ is generally arranged in the center above the written date, which shall prevail. The signature and written date of the issuing organ are pressed down in the center, so that the signature and written date of the issuing organ are in a lower position in the center of the seal, and the top of the seal should be within a line from the text (or annex description).

When writing jointly, the signatures of the issuing authorities are generally arranged in the corresponding positions according to the order of the issuing authorities, and the seals are in one-to-one correspondence, which is correct and centered on the signatures of the issuing authorities. The last seal is correct, and press the signature and written date of the issuing authority in the center. The seals shall be arranged neatly, without crossing or tangency, and both ends of each row of seals shall not exceed the center of the edition. The top of the first line of the seal should be within one line of the text (or annex description).

7.3.5.2's unsealed official document.

When writing for a single organ, the signature of the issuing organ should be arranged in a blank line under the main body (or annex description), and the date of writing should be arranged in the line below the signature of the issuing organ, and the first word should be shifted to the right than the first word of the signature of the issuing organ. If the writing date is longer than the signature of the issuing authority, the writing date shall be arranged in a blank line, and the number of words signed by the issuing authority shall be increased accordingly.

When writing a joint article, the signatures of the host organ should be arranged first, and the signatures of other issuing organs should be arranged downwards in turn.

7.3.5.3 official document stamped with the signer's signature.

When the official document issued by a single organ is stamped with the signer's signature, in the text (or annex description), two lines and four words in the right space are stamped with the signer's signature, and one word in the left space of the signature is marked with the signer's position, and the signature is subject to the upper and lower center arrangement. Write a written date under the signer's signature stamp, with one line on the left and four words on the right.

When writing jointly, the issuer's post and signature seal of the host organ shall be given priority, and the issuer's post and signature seal of other organs shall be arranged downwards in turn, aligned with the issuer's post and signature seal of the host organ; Only one issuer's position and one organ's signature seal are arranged in each row; The position of the issuer shall be marked with the full name.

The signature stamp is usually red.

Mark the year, month and day with Arabic numerals. The year should be marked with the full name, and the month and day can't be filled with empty numbers (i.e. 1 leave 0 1 blank).

Description of 7.3.5.5's Special Situation

When the blank space left after document typesetting can't accommodate the seal or signer's signature, seal and writing date, measures can be taken to adjust the line spacing and word spacing.

7.3.7 Attachments

Attachments shall be arranged separately and bound together with the text of the official document before editing. The word "attachment" and the attachment serial number are arranged in the first line in the upper left corner of the version center, the top box is in bold type No.3, and the attachment title is arranged in the center of the third line of the version. The serial number and title of the annex shall be consistent with the description of the annex. The format of the attachment is the same as that of the body.

If the attachment and the text cannot be bound together, the document number should be arranged at the top box of the first line in the upper left corner of the attachment, and then the words "attachment" and the serial number of the attachment should be marked.

7.4. 1 The dividing line in the version notes

The dividing line in the stamp is as wide as the center of the stamp. The first and last separation lines are thick (the recommended height is 0. 35 mm), the middle separation line is thin (recommended height is 0. 25 mm). The first separation line is located above the first element in the version, and the last separation line coincides with the lower edge of the version center on the last side of the document.

cc authorities

If there is a cc office, generally use No.4 imitation song style, ranking one line above the issuing office and date of issuance. Add a full-width colon and cc company name after the word "cc". When returning, align with the first word after the colon, and mark the last cc company name with a period.

If it is necessary to move the main sending organ to the record, the arrangement is the same as that of the cc organ, except that the "cc" is changed to "main sending". If there are both the main sending organ and the cc organ, the main sending organ shall be placed one line above the cc organ, and no separation line shall be added between them.

7.4.3 Release organization and release date

Generally, the printing bureau and the printing date are all arranged at the last separation line, with the word "Imitation Song Style" No.4, the printing bureau with the word "left blank" and the printing date with the word "right blank". The full name of the year should be marked with Arabic numerals, and the month and day should not be blank (that is, 1 is not coded as 0 1), followed by the word "printing".

If there are other elements in the version record, they should be separated from the issuing authority and date by a fine separation line.

7.5 page number

Generally, the Arabic numerals in the fourth half corner are arranged at the bottom of the official document, and one line is placed on the left and right of the numerals; The single line is 7 mm from the lower edge of the center of the plate. Single page numbers occupy the right space and double page numbers occupy the left space.

8 Horizontal tables in official documents

When the A4 paper table is placed horizontally, the page number position is consistent with other pages of the official document, with the single-page header on the reserved side and the double-page header on the incision side.

9 The use of measurement units, punctuation marks and numbers in official documents

The use of units of measurement in official documents shall conform to GB 3 100, GB 310/and GB 3 102 (all parts), the use of punctuation marks shall conform to GB/T 15834, and the use of numbers shall conform to GB/t/kloc.

The specific format of 10 official document

10. 1 letter format

The logo of the issuing authority should be the full name or standardized abbreviation of the issuing authority, arranged in the middle, with a top edge of 30mm, and it is recommended to use the small red label Song Hippo chef. When writing jointly, use the organizer's logo.

Print a red double line (thick on the top and thin on the bottom) 4 mm below the logo of the issuing authority, and print a red double line (thick on the top and thick on the bottom) 20 mm away from the next page. The line lengths are all 170 mm, which are arranged in the middle.

If you need to mark the part number, classification, confidentiality period and urgency, you should arrange it line by line from top to bottom in the order of part number, classification, confidentiality period and urgency under the first red double line on the left edge of the page center. The distance from the first element to this line is 7/8 of the height of No.3 Chinese character.

The top of the document number is arranged on the right edge of the edition center under the first red double line, and the distance from this line is 7/8 of the height of No.3 Chinese character.

The title is arranged in the middle, two lines from the last element above it.

If there are characters on the second red double line, the offline distance is 7/8 of the height of No.3 Chinese character.

Page numbers are not displayed on the home page.

The version record is located at the bottom of the previous version of the official document, and there is no issuing authority, issuing date and dividing line.

10.2 command (command) format

The logo of the issuing authority consists of the full name of the issuing authority plus the words "order" or "order", which are arranged in the center, and the upper edge is 20 mm from the top edge of the edition to the central edge. It is recommended to use the small red label Song Ziwen.

Under the sign of the issuing authority, two lines are blank to arrange the serial number in the middle, and two lines are blank to arrange the text.

10.3 minute format

The minute sign is composed of "XXXXX minutes" and arranged in the center. It is recommended to use the red subtitle Song Ziwen from the upper edge to the upper edge of the plate center for 35 mm

The list of attendees is generally marked in bold No.3, and the word "present" is arranged in a blank line under the text or annex description, followed by a full-width colon, followed by the name of No.3 attendee, and it is aligned with the first word after the colon when returning.

The list of people who take leave and attend as non-voting representatives shall be marked in the same way as the list of people present, except that the word "present" is changed to "leave" or "attend as non-voting representatives".
